Description
The Connecticut Army National Guard intends to award a single, firm fixed-price contract for removal and installation of fencing of Project No. BN0800-01, Perimeter Fencing, Branford Armory, Branford Connecticut, 06405. Scope of Work: Provide all labor, services, equipment, and materials required to fabricate, construct, and install fencing, for the referenced project as noted herein and this summary of work, at the Branford Armory, 87 Montowese Street, Branford CT. 06405. The scope of work for this project shall include the removal of all existing fencing. The estimated number of linear feet of fencing to be removed and re-installed is 1200. This project contains an additive bid item for the removal of approximately 200 cubic yards of existing milling material on the Northeast corner of the property. The design shall be in accordance with federal, state, and local laws, codes, ordinances, rules, regulations, orders, and other legal requirements of public authorities that bear on performance of work; and, widely accepted industry standards, including but not limited to: Occupational Safety and Health Administration (OSHA) & the Connecticut Department of Environmental Protection (DEP). It is encouraged that all interested parties in submitting a bid, be present for the "Pre-Bid Walk-thru." The contractor is responsible for all waste disposal and removal from site. Subject to any approved delays, the contractor will have 59 days to complete the construction and testing once the contract is awarded. The magnitude of construction for this project is between $50,000 and $100,000. The construction schedule and major elements of the project will be closely coordinated with the Contracting Officer Representative (COR). The estimated construction performance period begins 10 days after acknowledgement of Notice to Proceed (NTP). Payment and Performance Bonds are not required for this project. The North American Industry Classification System (NAICS) code applicable to this project is 236220. The applicable small business size standard (to be considered as a small business) including affiliates is not more than Thirty Three Million Five Hundred Thousand dollars ($33,500,000) average annual revenue for the previous three years. This project is being solicited as a TOTAL SET ASIDE FOR AN SBA CERTIFIED HUBZONE SMALL BUSINESS. There will be only one pre-bid site visit and the point of contact for that visit is listed below. Interested contractors are encouraged to attend and shall follow conference registration requirements shown in the solicitation. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The IFB and associated information, plans and specifications will be available from the EBS website at https://www.fbo.gov. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the website on-line at https://www.fbo.gov. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the CCR in order to view or download the plans or drawings from the web site.
