- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotes are being requested via this synopsis and a written solicitation will not be issued. Requisition Number W81EWF03341836 is being issued as a request for quotes (RFQ) utilizing simplified acquisition procedures. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-51. This requirement is 100% set-aside for Small Businesses under NAICS Code 336111 with number of employees not exceeding 1000. The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Vicksburg, MS, Topographic Engineering Center (TEC) has a requirement for a sprinter van or equivalent. BACKGROUND: This requirement is to acquire a sprinter van or equivalent that will transport necessary personnel and equipment as well as serve as a workstation and platform for field remote sensing experiments. The vehicle will be purchased for the remote sensing team of ERDC Alexandria whom are frequently engaged in field testing and ground validations. Inspection and acceptance is at Destination by the Government. Delivery is desired within 60 days after award. Vendors may propose alternative delivery terms in accordance with FAR 52.212-1(e). Reference clause 52.212-1, Instructions To Offerors - Commercial Items, The offeror shall submit (1) one copy of their quote for evaluation. The Government intends to evaluate offers and award (1) one Firm Fixed Priced contract without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Preparation of RFQ is to consist of (2) two basic components as listed below. _ Technical _ Price 1) Technical: Each Offeror shall provide, at a minimum, the following information with their quote in order to be considered for award. _ Detailed description of item quoted. _ Delivery schedule 2) Pricing: Each Offeror shall provide the following information with their quote in order to be considered for award. _ Fully completed Standard Form 1449 Solicitation/Contract/Order for Commercial Items. _ Fully completed Representations and Certifications 52.212-3, Offeror Representations and Certifications - Commercial Items. _ Firm Fixed Price Quote EVALUATION - COMMERCIAL ITEMS: a) The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation: - Ability of offeror to meet or exceed the Government's technical requirements. - Delivery schedule Price Evaluation: Pricing will be evaluated for reasonableness by price analysis of the prices proposed. The Technical factor is slightly more important than price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
