- Description
- NASA/JSC has a requirement to develop software for a retrodirective phase controlsystem. NASA/JSC intends to purchase the items from Byerly, Kent A PHD.The Government does not intend to acquire a commercial item using FAR Part 12. This analysis and development are critical as the first step in a series of progressivelymore complex ground and space demonstrations for laser power beaming. Dr. Byerlydeveloped all of the present algorithms for signal detection, processing, and phasecontrol in a first generation phase conjugation system. The space application for thissystem has the additional constraints of having baseband coded modulation and Dopplershifts due to relative motion between the ground equipment and space hardware.Dr.Byerly will be able to modify the existing software/firmware to handle the unique demandsof a power beaming experiment in an outdoor dynamic experiment.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Miyoshi Thompson at miyoshi.thompson-1@nasa.gov not later than 4:30p.m. local time on April 27, 2011. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
