- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Office of Research Support Services, intends to negotiate with THOMSON REUTERS (SCIENTIFIC), INC, 1500 SPRING GARDEN ST # 4, PHILADELPHIA, PA, on a sole source basis under the authority of FAR Subsection 13.106-1(b), renewal to Inspec database for access to journals, books, reports, and conference proceedings from 1969 to present. Inspec provides data from more than 4,500 scientific and technical journals, as well as books, reports, and 2,200 conference proceedings. Inspec is the only sci/tech database that indexes the papers in conference proceedings, a valuable source of technical information. Inspec provides a comprehensive index to the literature in physics, electrical/electronic engineering, computing, control engineering and information technology, with significant global coverage in areas such as materials science, oceanography, nuclear engineering, geophysics, biomedical engineering and biophysics. It delivers more than 10 million bibliographic records from publications worldwide, including over 3,700 scientific and technical journals, plus books, reports and 2,000 conference proceedings. Although Inspec can be purchased directly from Institution of Engineering and Technology, the publisher of the database, NIST Research Library requests that Inspec be purchased through Thomson Reuters because it can be fully integrated with Thomson Reuters' 151 Web of Knowledge (151 WOK) content and capabilities. The NIST Research Library has purchased access to the Web of Knowledge for many years and is the most heavily used NIST Research Library database with over 150,000 searches conducted each year by NIST Research Scientists. Accessing Inspec on the 151 WOK platform means that the NIST researchers can simultaneously search the 151 WOK resources that NIST is currently subscribing to. NIST Scientists can find complementary information in resources such as Web of Science®, to which NIST subscribes, while taking advantage of powerful tools such as cited reference searching. One common vocabulary and search strategy within this platform enables search terms to be matched to all relevant terms that may be categorized differently in other databases, delivering more comprehensive and relevant results. No other vendor offers the platform required to meet NIST's needs. Interested parties that are authorized by THOMSON REUTERS (SCIENTIFIC), INC, Renewal of Membership, to sell the aforementioned Services may clearly and unambiguously identify their capability to do so in writing on or before April 25, 2010 by 2 PM EST. Such written responses will be used solely to determine whether competitive procedures could be used for this acquisition. The North American Industry Classification System (NAICS) code for this acquisition is 511140, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 2:00 p.m. (Eastern) on April 25, 2011. Inquiries will only be accepted via email to Willie.Lu@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
