Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command - Aberdeen Proving Ground, on behalf of the U.S. Army Research, Development and Engineering Command (RDECOM), Communications and Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining (HD) Research and Development Program, intends to solicit and negotiate an increase to the Firm Fixed Price (FFP) ceiling within the existing Minewolf contract number W909MY-08-C-0048, to enable additional operational support and supply parts for current US Government owned Minewolf demining machines currently undergoing operational field evaluations (OFE) by the U.S. Humanitarian Demining R&D Program (HD R&D). The proposed effort is to maintain and support U.S. Army RDECOM CERDEC NVESD HD equipment currently deployed on OFE in various countries throughout the world. These systems must receive operational support and supply parts in order to ensure a fully operational machine and demining operation during the entire evaluation period. This effort will extend the operational support for an additional 24 months and allow for additional supply parts to be purchased, thus allowing for continued testing of the Minewolf Demining System. The statutory authority for other than full and open competition is 10 U.S.C 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposal and does not constitute a solicitation. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages and submitted with 45 days after the publication of this synopsis. All requests for further information must be in writing or via email; telephonic requests for additional information will not be honored.
