- Access Request Form The contract work includes design and construction of a Rotary Wing Apron area at Dwyer, Afghanistan. The contractor will use a fast track design-build approach and shall be required to perform geotechnical studies and topographical studies to develop the civil and final designs. The primary facilities include 123,473 m2 of apron expansion for rotary wing aircraft, and it is anticipated to accommodate approximately 28 CH-47 size rotary wing aircraft with tie downs, grounding and markings. The sub-grade and surface pavement must accommodate a minimum of 10,000 passes of a C-130 airframe. The project will also supply navigational and apron security lighting. The complete facility will include electric service connected to existing sources and any needed site improvements. Site grading will direct drainage away from the proposed improvements and towards the adjacent roadways or ditches, or to other suitable outfalls. This acquisition will utilize the best value source selection process with the intent to award one contract to one responsible offeror whose proposal, conforming to the Request for Proposal (RFP), is the lowest price technically acceptable (LPTA). The evaluation factors are: Factor 1 - Experience, Factor 2 -Key Personnel, Factor 3 -Past Performance, and Factor 4-Price. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and is the lowest price technically acceptable. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The NAICS Code for this project is 237310. Estimated cost range of the project is $25,000,000.00 to $100,000,000.00. The expected period of performance is 365 calendar days. Issue date for the Request for Proposals is on or about April 29, 2011 with proposals due by 2:00 pm, local time, on or about May 31, 2011. Complete evaluation criteria will be conveyed within the RFP. The contract is to be awarded on a Firm-Fixed Price basis only. An organized site visit will be conducted. Attendance is not mandatory but is highly encouraged. The site visit date and time that will be established is subject to change at any time due to Base Operations. To gain entry to the site, preliminary requirements must be met; therefore, it is of utmost importance that you contact the Point of Contact as soon as possible to allow time to coordinate and meet site visit requirements.
