- THIS IS ONLY AN INFORMATIONAL NOTICE; THIS IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Corps of Engineers, Buffalo District is pleased to announce an opportunity for a complete construction of: - a new 9,293 sq/ft Segregated Housing Unit (SHU) addition - a new stand-alone structure that houses 17,446 sq/ft of warehouse and 4,176 sq/ft of office space - medical services and multipurpose renovation - a new 264 sq/ft gatehouse - and miscellaneous site improvements at the Buffalo Federal Detention Facility, located in Batavia, NY Site Description: The Buffalo Federal Detention Facility (BFDF), built in 1997, is a United States Immigration and Customs Enforcement Facility that detains persons who have violated their immigration standing. The BFDF is located in the Genesee Gateway Corporate Park at 4520 Federal Drive in the Town of Batavia, Genesee County, New York. The site is approximately 30 miles east of Buffalo, New York. The BFDF is located on a 33.6 acre parcel, of which approximately 22 acres are developed and the remaining portion is mostly wooded, undeveloped land. Site Background: The SHU expansion in the secure area of the BFDF is situated in an open area that consists of an asphalt driveway and crushed stone parking/staging/storage area. Utility modifications will be required for potable water and sanitary sewer service, other site modifications are minimal. The proposed warehouse/office structure is located in a wooded area, east of the main detention facility. This structure will not be within the secure perimeter of the BFDF. Note that an existing wetland is located within the footprint of the proposed warehouse construction. The US Army Corps of Engineers has issued a jurisdictional decision on May 14, 2009 that this wetland is not regulated under Section 404 of the Clean Water Act. Accordingly, Department of the Army authorization to commence work in this area is not required. Description of Work: The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. Small Business Size Standard for this acquisition is $33.5 million dollars in annual receipts averaged over a concern's latest three completed fiscal years. Construction Magnitude: Between $10,000,000 and $25,000,000. This solicitation is a total small business set aside. Evaluation Criteria: This procurement will be negotiated using Source Selection Procedures. The source selection evaluation approach for this procurement will be the Lowest Price Technically Acceptable evaluation criteria in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2. The Request for Proposal (RFP): RFP is anticipated to be available on or about 13 May 2011. The RFP will only be available electronically at the FBO website. No hardcopies, faxes, or emails will be available. It is the responsibility of the contractors to check the FBO website frequently to ensure they have all available information. Central Contractor Registration (CCR): All contractors must be registered in the CCR prior to award. CCR requirements may be viewed via internet at https://www.bpn.gov/CCR/default.aspx. After completing CCR, contractors and their subcontractors must register at www.fbo.gov in order to download RFP documents. NOTICE: A Pre-Proposal Site Visit has been tentatively scheduled for the week of 15 June 2011. Contractors are highly encouraged to attend the pre-bid site visit. You will be required to submit an I-9 form at or prior to arrival. Photo identification will be required to enter the detention facility. You will need to provide yourself with enough time to check-in at the security desk.
