Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Stara Technologies, Inc. 61 S William Dillard Dr Gilbert, AZ 85233 for the procurement of up to a Qty. of 40 Surveillance Tower Integration Kits (STIK) and up to a Qty. of 8 Field Service Representative personnel OCONUS, to include Afghanistan and Iraq, for the Special Surveillance Programs Office. The STIK is a compact common operations platform capable of connecting multiple sensors to a single Command Observation Post (COP), Tactical Operations Center (TOC) or Ground Control Station (GCS). STARA's STIK uses a Power Distribution Unit (PDU) for managing power and data to and from various system components and the Data Distribution Unit (DDU) collects and encodes data from multiple sensors for distribution over fiber, wireless, and/or TCP/IP. Data is then transferred, decoded and converted to a switching network that can be viewed on any user's choice of display. The STIK can be integrated with several power sources including battery power, generator and renewable resource power. The Government intends to provide Stara with the required sensors and other miscellaneous components as GFE. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
