- The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to negotiate on a sole-source basis with CEATI International, 1010 Rue Sherbrooke O Bureau 2500, Montreal, QC H3A 2R7. The requirement is for a membership with other electrical utility industry professionals who together, through focused interest groups and collaborative projects, identify and address technical issues that are critical to their organizations. Participants can undertake projects that respond to their strategic goals at a fraction of the cost of doing so independently. The need for international breadth and inter-industry applicability in technology development is addressed through a practical, dynamic, and cost effective program. The membership provides each member with the ability to order research and development projects for the following collaborative programs: "Dam Safety Interest Group (DSIG)"Hydraulic Plant Life Interest Group (HPLIG)"Water Management Interest Group (WMIG)"Strategic Options for Sustainable Power Generation Interest Group (SOIG)"Infrastructure Protection and Security Technical Program Services Through the interest group approach, leverages the collaboration of all its members to perform research on issues related to generating and transmitting power, water management and dam safety. Through this method, research, review, and the subsequent reports can be obtained at a highly discounted rate. In addition, membership provides access to world class producers, services, and partnership opportunities related to research and development, bench marking, networking, learning, and information exchange. Membership also includes participation in quarterly meetings and access to research and development projects and reports pertaining to the above mentioned business areas. As such, the contractor shall meet the following minimum requirements: Provide membership to a consortium focused on dams, hydroelectric plants, and renewable energy creating opportunities for economies of scale through bringing Reclamation together with similar utilities from around the world and addressing industry related problems as a group. The proposed contractor, Centre for Energy Advancement through Technological Innovation (CEATI), has provided membership to the U. S. Bureau of Reclamation, Bonneville Power Administration, and the U. S. Army Corps of Engineers for access to research, reports, and collaboration pertaining to the above mentioned areas. Competition is restricted to only one source per FAR 6.302-1. This procurement will be awarded using FAR Part 12 Commercial Item procedures with an intended period of performance of twelve months plus four option years. Anticipated award date is April 15, 2011. All responsible sources may submit a capability statement or proposal by 12:00 pm MST, April 15, 2011, which shall be considered by the agency.
