- This Q&A update clarifies that the customer does NOT want a Head End system installed. This is a combined synopsis/solicitation prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Offerors are responsible for monitoring this site for the release of any amendments or other pertinent information. This solicitation will be issued as a request for quotation (RFQ) in accordance with Federal Acquisition Regulation part 12 and 13 under the solicitation number: F3A3901040A001 "GOVERNMENT WILL NOT SIGN A DIRECTV VIEWING AGREEMENT!" This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-40, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 2010-0408, and Air Force Acquisition Circular (AFAC) 2010-0402. The North American Industry Classification System (NAICS) code 515210 and the business size standard is $15,000,000. This solicitation is unrestricted. This RFQ contains one (1) line item for the following product: 0001: This is a service that will consist of full basic cab;e or satellite service package, to include sports, children, and 24 hour news programming. The contractor shall provide retransmission of local broadcast television signals at a reasonable cost of all base subscribers. The contractor shall provide converter boxes and DVR's at a reasonable rate when requested by the government as well as all equipment needed for each television requiring service. The five buildings will new receivers, programming, and activation of the receivers. Four of the buildings will need the exisitng receivers removed while installing the new receiver, and the old receivers will be given to the facility managers. Please see new attachments showing the correct location and number of drops. The place of delivery, final acceptance and FOB destination point is JB MDL LAKEHURST, NJ. Acceptance will be performed by the Government or a Government representative at designated government location. SITE VISIT WILL BE HELD AT JB MDL LAKEHURST SITE ON APRIL 6, 2011, 9:00 AM EST. PLEASE MEET AT LAKEHURST VISITOR CENTER. All referenced Federal Acquisition Regulation (FAR) clauses and provisions in this solicitation may be accessed via the internet at https://farsite.hill.af.mil. The FAR provision 52.212-1, Instructions to Offerors - Commercial Items (June 2008), applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (a) All quotes are due on or before 1000 hrs (10am), Eastern Standard Time (EST), 14 APRIL 2011. Electronic quotes are acceptable. (b) Offeror shall be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. (End of clause) 5352.242-9000 Contractor access to Air Force installations. As prescribed in 5342.490-1, insert a clause substantially the same as the following clause in solicitations and contracts: CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (JUN 2002) (a) The contractor shall obtain base identification and vehicle passes for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. (b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or security police for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate, and State Police Background Check to obtain a vehicle pass. (c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. (d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, and AFI 31-501, Personnel Security Program Management, as applicable. (e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office. (f) Failure to comply with these requirements may result in withholding of final payment. (End of clause) In accordance with FAR 13.004 -- Legal Effect of Quotations the following information is provided in regards to quotations: A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. When appropriate, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, preferably in writing. In other circumstances, the supplier may indicate acceptance by furnishing the supplies or services ordered or by proceeding with the work to the point where substantial performance has occurred.
