- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is not a solicitation announcement. Requests for a solicitation will not receive a response. The purpose of this sources sought synopsis is for market research purposes to gain knowledge of potential qualified Service Disabled Veteran Owned, Veteran Owned, SBA Section 8a, Hubzone, and/or Women Owned small business sources interested and capable of performing the work. Your response shall include the following information: size of company, socioeconomic status as listed in the Central Contractor Registration Database, number of employees, average annual revenue for last three years, relevant past performance on same/similar work dating back five years, capability statement attesting to how your company would successfully accomplish this type of work, as well as your company's name, address, point of contact, DUNS number, phone, fax, and email. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Be advised a bid guarantee equal to 20% of the bid submitted will be required and made part of any solicitation. Payment and Performance Bonds equal to 100% of the contract award of any resulting contract will also be required. Description of project being considered for set-aside is as follows: Design and install a solar heating system for Building 134 at Veterans Affairs Medical Center Battle Creek MI. The project will complement the steam heating system currently used to heat the Therapy Pool and Building Showers. The desired pool temperature is 93? F. The Solar Heating will be the primary heating system with campus steam as back-up. The project listed above shall also include but is not limited to: "Minimum of 64 panels installed and tilted to the optimum 31 degrees south (latitude-10deg) on the building's flat roof to heat both shower and pool water. Each panel shall be sized and build to the following minimum standards: o10 year manufacturer warranty o35 year design life o4' x 10' panel oAperture area: 3.5 m^2 (37.66 ft^2) oAbsorber area: 3.56 m^2 (38.33 ft ^2) "Absorber consists of minimum 8 parallel aluminum or copper fins and copper riser tubes oFlow Rate 0.8 to 2.5 L/min (0.18 to 0.55 IGPM) oWeight Net: 56 kg (124 lb) oWater Channels shall be copper oHeads shall be copper oBacking shall be minimum Aluminum oWorking pressure shall be "30 PSI Drainback "20 - 40 PSI Closed loop systems "Max 250 PSI rated oInsulation "Comply with ASTM-C-612 classes 1 and 2 "Inorganic and will not rot "Sides and back of the solar collectors shall be insulated to a minimum of R-5. "All project steam/hot water piping installed or modified by this project shall be insulated to VA standards "Properly sized Circulating Pump required to run 24/7 12 months of the year controlled with VFD and tied into the building management system. "Metering oSolar collector "Meter water temp and flow to the solar collector (Calculate the thermal content of water supplied to the collector array) "Meter water temp and flow coming from the collector (Calculate the thermal content of water coming out of the collector array) oPool Make-up Water "Meter volume of water to the pool oMetered data shall report directly to the facility BMS system oBMS system shall be Modified as follows: "Collect all data from meters installed under this project. "Report on time data on the performance of the system "Have a graphic display showing in schematic form "the Solar collector array "Water flow to and from the array "Temperature of water in "Temperature of water out "Flow rate in "Flow rate out "VFD setting (Manual, automatic, frequency) "Display BTU/Hr being produced "Display current Make-up volume flow "Display monthly make-up water volumes "Show data for current month and the past 12 months on screen "Display annual make-up water volumes "Show data for current year and previous 3 years "Display Monthly Btu's generated "Show data for current month and the past 12 months on screen "Display annual Btu's Generated "Show data for current year and previous 3 years "Re-design and implement pool overflow water to be re-injected into the pool water stream after the filter process "three 12ft x 60ft pool floating blanket strips extendable and retrievable using highly convenient automatic rollers "Training will be completed at the Battle Creek site for all equipment operation, maintenance, preventative maintenance & critical spare parts. O&M material will be included. Magnitude of Construction: $100,000 to $250,000 Important Information: The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request. The Government will in no way be obligated to issue a solicitation or award a contract for the aforementioned work, and is providing this as information only. The Government will in no way be bound to this information if any solicitation is issued. A set-aside determination will be made after receipt of all responses to this notice and after additional market research. Set-aside priority is as follows: SDVOSB, VOSB, SBA 8(a), HUBZone and Woman Owned. The North American Classification System (NAICS) code for this acquisition is 238220 ($14 million) Plumbing, Heating, and Air Conditioning. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov). It is desirable that any potential offeror to have completed their business Online Representations and Certifications Application (ORCA) which is accessbile from the CCR website.
