Therequirements include, but are not limited to, the following:Provide expert advice and value-added guidance to Headquarters in developing costeffective solutions for its customers Communications Support Services Center (CSSC)requirements. Provide an environment that fosters development of custom products in arobust and evolving environment and takes full advantage of industry standards andemerging technologies.Operate the NASA Headquarters CSSC environment in an efficientand effective manner. Support NASA Headquarters requirements that utilize specializedskills and knowledge of technology trends to significantly increase productivity andefficiency. Provide excellent customer service for a variety of CSSC disciplines andfunctional areas. Effectively collaborate with other Headquarters and Agency contractorsto provide seamless services to customers. Ensure that all activities meet all JointCommittee on Printing (JCP), Government Printing Office (GPO), Agency, and Headquartersrequirements.Respondents must demonstrate capabilities, expertise and experience within the last threeyears in all the following functional contract elements as described below. Thesefunctions include: Program Management elements; Creative Design Services; PrintingManagement Services; Replication Support Services; and Social Media Services. FUNCTION 1 Program Management elements: The Contractor shall provide customers withtechnical assessments of the tasking requirements, including, but not limited to, themost efficient and effective way to produce the product, considering standards, timeschedules and deadlines, cost controls, materials, quality assurance, and procedures. FUNCTION 2 Creative Design Services:The contractor shall provide design,presentation, publication and electronic support that is centered on creative, innovativeand inspiring communication ideas. The products developed and designed by theContractor shall be produced for print publishing, electronic dissemination and webpublishing. The Creative Design Services shall include:(a)Awards Production(b)Academic Publishing(c)Exhibit Design(d)Multimedia Design(e)Web Design(f)2-D and 3-D animation(g)Video and sound design(h)Print DesignFUNCTION 3 Printing Management Services: The Contractor shall provide services for theplacement of printing requests or Government Printing Office (GPO) riders to theGovernment Printing Office or other Government printing facilities through one time Bidprocurement, Direct Deal GPO Contracts or Simplified Purchase Agreement (SPA) Program. FUNCTION 4 Replication Support Services: The Contractor shall operate and maintainequipment and perform all services in accordance with the requirements and otherGovernment regulations applicable to the daily operation of a Duplicating Center at NASAHeadquarters. FUNCTION 5 Social Media Services: The Contractor shall be responsible for thepreparation, development and support of material that will be provided for many of theSocial Media programs.NASA is currently well-engaged in building institutionalacceptance of social media outreach.Interested Offerors having the required specialized capabilities, expertise andexperience to meet all the above requirements should submit a capability statement toinclude the following: a. List of relevant government and/or private sector contracts and subcontracts it hasperformed or is performing within the past three years, include point of contactinformation (name, phone, and e-mail address).Relevant is defined as same or similar tothe proposed effort in scope and complexity. b. Discuss your experience and why you deem the experience to be relevant and of value tothis requirement. c. Discuss specific lessons learned or best practices developed that are relevant to thisrequirement.d. identify any innovations and /or new technology that your company implemented that arerelevant to this effort as well as any cost savings to customer. The Contractor shallidentify any award or accomplishment within the last three years that relates to theaforementioned contract areas and provide the following: name, date, and type of award;and provide point of contact information for verification of stated capability.In addition, respondents shall provide a one-page summary with their capability statementwith the following business information:a. Company name and addressb. DUNS Numberc. Socio-economic classification of company (i.e., small business, 8(a), woman owned,service disabled veteran owned, HUBZone, large business, etc.).d. Size (gross revenue, number of employees in company)e. Number of years in existencef. Company point of contact - name, phone, and e-mail addressCapability statement shall not exceed 15 pages including the 1-page summary.The NAICS code for this requirement is 541430 with a size standard of average annualreceipts of $7.0M.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government, nor will the Government pay for any information submitted.Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement.No solicitation exists at this time; therefore, do not request a copy of thesolicitation. If a solicitation is released, it will be synopsized in FedBizOpps and onthe NASA Acquisition Internet Service (NAIS).
