- The Army Contracting Command (ACC)-Aberdeen Proving Ground (APG)-Command, Control, Communications, Computers, Intelligence, Surveillance & Reconnaissance (C4ISR), is issuing this amendment notice to identify additional market research and information that will be used for planning purposes only. Industry is asked to review the initial DRAFT Performance Work Statement (PWS) (attached in the original synopsis) and identify the following: -Are the outlined tasks identified within the DRAFT PWS customarily performed in the commercial marketplace using standard commercial practices or are these services performed exclusively for government purposes only? Please be specific. -Does your company offer commercially published or customer available catalogs/lists that identifies the current prices of the services described in the PWS? If available, please send a copy of the catalog and price list with your response. -What contract type would your company recommend for the contemplated services that are outlined within the DRAFT PWS (i.e. Firm-Fixed Price (FFP), Cost, Time & Materials (T&M), etc.)? Please explain the rationale for your contract type selection. -Are there specific areas listed in the DRAFT PWS that you believe were vaguely defined and will prevent your company from providing a proposal? If so, please identify those areas along with any other areas that may require improvement before your company could provide a complete offer. Please include rationale for your response. This Request for Information is for market research and planning purposes only, and shall not be constructed as a solicitation or as an obligation on the part of ACC-APG. This amendment notice is not a Request for Proposal/Quote or Bid. This information is not to be interpreted as a commitment by the Government. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. The DRAFT PWS is provided for reference only and is subject to change. All responsible businesses are encouraged to submit this information at any time prior to expiration of this advertisement. Please submit any questions or comments to this action in writing to: gretchen.v.bohulano.civ@mail.mil. All responses must be received by 1:00 p.m. (AZ time), April 18, 2011.
