- The U.S. Department of Education (ED) The Office of Elementary and Secondary Education (OESE) Office of Migrant Education (OME) Migrant Education Program (MEP) Full and Open Competition (Both small and large businesses are welcome to submit proposals) It is determined that these services are commercial as defined in FAR Part 2.101. Based on the results of market research, it is determined that commercial sources are available and capable of satisfying this requirement. Description The U.S. Department of Education anticipates the release of the subject solicitation on or about April 21, 2011. OME is mandated in the No Child Left Behind Act in Section 1308(b) to assist the States in developing effective methods for the electronic transfer of student records and in determining the number of migratory children in each State. OME established the Migrant Student Information Exchange (MSIX) project to accomplish this mandate. The MSIX was implemented in September 2007 and currently supports migrant records for 97% of the migrant student population with 41 states having submitted data for inclusion in MSIX. The support will include System Operations, Customer Support, Help Desk & Trouble Ticket Management, Asset Management, and State Support for the MSIX. In meeting the goals and objectives of this requirement, the support shall also include: a. Ensure that MSIX remains fully functional and stable (e.g. bug-fixes, security upgrades, software patches), and complete all required system, hardware and software upgrades in a timely manner. Note: all upgrades or enhancements shall be coordinated with ED. b. Interface daily with customers and other MSIX personnel to maintain a high quality of support for MSIX. Responsibilities shall include system usage training for the customers, and rapid response to all technical problems reported to the Contractor by the customers or by MSIX staff. c. Be expected to install and maintain all MSIX hardware components and keep track of them via an automated reporting and tracking tool (Note: The contractor should include the tracking tool in the proposal and describe its features and functionality.) d. Perform Help Desk Support & Trouble Ticket Management tasks required to meet expected service levels and to support the end users of the MSIX. e. Meet related system security requirements. f. Support ED initiated MSIX staff training initiatives. Overarching Objectives and Tasks The objective of the MSIX is to provide a successful electronic system for linking existing State migrant student record systems and electronically exchanging timely and relevant migrant student records to benefit migrant students nationwide. The ability to exchange migrant student records efficiently facilitates the timely enrollment and placement of migrant students by providing better access to basic school enrollment information. An efficient records exchange system benefits highly mobile secondary migrant students by providing and maintaining course credit accrual information necessary for high school graduation. The following overarching objectives are mandated to be accomplished under this contract. a. Obtain under a performance-based arrangement, highly reliable and secure IT managed services and support that meets or exceeds customer requirements and expectations. b. Establish a partner-focused working relationship with Government. c. Establish appropriate and effective incentives that fundamentally align the goals and objectives of the Contractor and Government to ensure superior services are provided. d. Throughout the life of this effort, demonstrate improved performance, reliability, security, and reduced cost of operating MSIX. e. Given the dynamics of the information technology environment, establish a task order arrangement that easily accommodates change (i.e. implement new and innovative technologies). f. Develop and implement operation and maintenance services that support the Department of Education's compliance with Government standards and requirements (e.g., all Federal Government directives and standards related to the Clinger-Cohen Act of 1996, also known as the Information Technology Management Reform Act (ITMRA), the Government Information Security Reform Act (GISRA), the Computer Security Act of 1987, OMB Circulars A-130 and A-123. g. Provide a partnership with team members and/or subcontractors that appears seamless to the Government and that fosters shared accountability and responsibility among all partners. Ideally, subcontracts will also be performance-based. h. Provide timely services to enable OME and MSIX to meet its mission critical requirements with potentially short down times.
