Description
The United States Environmental Protection Agency (EPA), Office of Research & Development (ORD), National Risk Management Research Laboratory (NRMRL), has a requirement titled ?X-Ray Photoelectric Spectroscopy (XPS)?. This requirement involves XPS which is a quantitative spectroscopic surface chemical analysis technique used to estimate the empirical formula or elemental composition, chemical state and electronic state of the elements on the surface (up to 10 nm) of a material. This technique provides a quantitative analysis of the surface composition and is sometimes known by the alternate acronym, ESCA (Electron Spectroscopy for Chemical Analysis) and can reveal the oxidation state of the trace metal in molecules on the surface of particles. XPS analysis will be used to determine the abundance and speciation of trace metals and metalloids adsorbed or sequestered on natural and synthetic materials ranging from sediments and soils to drinking water distribution system scale materials, laboratory prepared metal oxides, and organic polymers. Depth profiling employing XPS analysis will also be used to evaluate contaminants deposited on soil and sediment material. XPS analysis of nanomaterials will provide increased information regarding how particle size influences the electronic properties, and consequently the chemical properties, of nanomaterials compared with bulk materials. Data obtained from the detailed analysis of nanoparticles will be incorporated into existing bioavailability protocols and environmental risk models to provide more accurate predictions regarding fate and transport and ultimately potential impacts on ecological and human health. The EPA is seeking a contractor to provide the XPS with all components and specifications listed in the Specifications section which will be identified in the solicitation. The successful offeror shall deliver and install the instrument and components. The Government anticipates award of a firm fixed price (FFP) purchase order with a maximum delivery date from six (6) months of award. The anticipated solicitation release date is early May 2011 and the close date shall be approximately 15 days thereafter. The solicitation will be issued on a full and open competitive basis with no small business set-aside(s). Interested parties are expected to download the solicitation and subsequent amendments from the website and to monitor the status of the RFQ. All responsible sources may submit a response for EPA consideration. The NAICS code is 334516, (Analytical Lab Instrument Manufacturing) with a size standard of 500 persons.
