Description

This is a Sources Sought Notice for the following services related to VA Medical Center project 528A6-11-620; A/E Service, renovate Building 34. The VA Medical Center, Bath, New York is seeking professional firms architect/engineering firms, under NAICS code 541310, to provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to Renovate Building 34. The general scope of this project is to renovate building 34 to update the finishes, resolve privacy concerns for patients by changing the floor plan as required, and resolving FCA deficiencies. This shall include but not be limited to the following: -Provide direct accessible access from the exterior. -All restrooms and showers shall be accessible. -Review exterior of building and provide repairs as required, including wood soffits and re-pointing. -Replace attic insulation. -Upgrade fire alarm system -Evaluate electrical system and revise as required. -Upgrade the tv cabling in the building -Revise floorplan to ensure current privacy standards are achieved. -Evaluate plumbing and update. -Address some structural concerns at rear stair. -Provide foundation drains that drain to sanitary. -Repoint foundation where required.. All designs will follow, but not limited to, VA Space Planning Specifications, in conjunction with the VA Master specifications as outlined in VA Handbook 7610. The design will be completed in a manner such that the estimated construction cost is within the VA budget. EXISTING CONDITIONS The Bath VAMC is a campus facility with many (more than 30) buildings located on over 200 acres. Many of the facility buildings are eligible for inclusion on the historic register. Building 34 is utilized as a domiciliary for patients in treatment programs. A 4500 lb elevator serves the building. The building is attached to adjacent buildings by enclosed hallways. Exterior entrance is through a stair at each end of the building. The building is approximately 24,000 s.f. with a full basement. Air handling equipment is in good condition, and was installed in 2004. It is anticipated that the basic equipment will be sufficient for this purpose. A/E SCOPE OF SERVICES 1.Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to renovate building 34. Provide a related asbestos survey so as to construct an NFPA/Life Safety Code and an all building code compliant project. Provide any asbestos monitoring services during construction as needed. Services will included all Site/Civil, Mechanical, Electrical or other Engineering or Architectural work associated with this project. Final design submission shall include phased drawings of all abatement, demolition, and construction work as required to allow the continuous use of all of the floors and areas associated around each construction area. 2.Provide contract specifications utilizing the VA Master Specifications available at www.cfm.va.gov/TIL/. Edited specifications are to be provided to the Bath VAMC electronically by either email or on a CD rom. All edited specifications are to be edited to the specified project and have all impertinent specs and information removed. 3.Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 4.Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Bath Engineering Service, VA Network 2, or any other government comments. 5.Provide an electronic set and one (1) hard copy set of "Architectural E1" (30"x42") size working drawings, specifications, and cost estimate at the 50% and the 100% review stage. Also, provide an electronic set and one (1) set of drawings stamped and signed by an Engineer licensed in the State of New York, specifications, and cost estimates at final design submission. Electronic set at 100% final stage is to be provided in both PDF and AutoCAD 2009 formats. 6.Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 90 days from award of contract. 7.Provide a detailed material/labor cost estimate for construction of this project at the 100% review stage. 8.Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. 9.Provide a technical review of all project submittals/shop drawings related to the project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. 10.Provide expeditious responses to all design/conflict questions encountered during the construction term. 11.Upon completion of the project, provide two (2) sets of stamped "Architectural E1" (30"x42") as-built drawings, as well as a complete set in PDF and AutoCAD 2009 formats. The following evaluation criteria will be used during the A/E selection process: 1.Team proposed for this project; 2.Proposed management plan; 3.Previous experience of team proposed for this project; 4.Location and facilities of working offices; 5.Proposed design approach for this project; 6.Project control; 7.Estimating effectiveness; 8.Miscellaneous experience and capabilities; 9.Sustainable Design 10.Awards & recommendations; 11.Insurance & litigations. The socioeconomic set-aside for the procurement of these A/E services is a 100% Total Small Business Set Aside. Interested firms desiring consideration must have a working office located within 150 miles of the Bath, New York city limits. All interested small business A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F. The estimated construction cost for this project is $2,000,000 to $3,000,000. The NAICS code for this procurement is 541310 and small business standard size is $4.5 million.
