Description
The purpose of this modification notice is to change the contract term and level of effort specified in the previous notice. All other descriptive information remains unchanged. The contract term is changed from five years to three years. The total contract level of effort is changed from 6,000 hours to 3,600 hours. Therefore, the revised notice is as follows: This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division, Newport, RI intends to use full and open competition to acquire operational and logistics support for a variety of ocean special projects when NUWCDIVNPT resources are not available. A three-year, Indefinite Delivery, Indefinite Quantity type contract is planned. The contract will include Cost Plus Fixed Fee provisions. Services shall include operational support, specialized equipment services, aircraft services, vessels services including crews and provisioning, and mobilization/demobilization support services. The contractor will be responsible for developing operational support plans and for providing and coordinating the required equipment and assets needed to support the ocean special projects. Ocean special project task requirements will be defined in individual task orders. The contractor will be required to clearly define how project requirements will be met in response to task order requests for proposals. Sample vessel services required may include work boats from ten to fifty feet in length as well as sea going vessels from fifty to three hundred and fifty feet in length. Aircraft services will include both fixed and rotary wing aircraft services. Example of specialized equipment services include remotely operated vehicles, diving services, sub-bottom profilers, sediment sampling devices, and underwater cameras. The contractor will also be required to provide specialized mobilization and demobilization required to load a vessel or aircraft with the necessary equipment to support a particular ocean special project. The required level of effort is 3,600 hours. The evaluation criteria include technical approach, past performance, personnel and cost. Offerors will be required to respond to three hypothetical ocean special project scenarios. Offerors will be required to identify all proposed assets and their proximity to the test site. Offerors will also discuss why the particular assets were proposed and any safety issues, trade-offs made between cost, technical performance, and timeliness in arriving at the proposed solution. The award decision will made using Best Value methodology. A multiple award is planned. This procurement is a direct follow-on to contract N66604-09-D-0182 with Seaward Services, Inc. Dania, FL
