Description
Free Fall Simulator (Design/Build), Yuma Proving Ground, Arizona W912PL-11-R-0010 The work will consist of design, build, construct a free fall training simulator including classroom and instruction area, mechanical room, restrooms, showers, offices, break room, storage space, simulator control room, and communication room (facility is 6,000 square feet; and 2,082 square feet will be for two classrooms). Supporting facilities include all related site work and utilities (electrical distribution, water supply well, septic system, and treatment system), fire detection and suppression, energy management control integrated to match local the local system, lighting, information systems, networks, access roadways, privately owned vehicle parking, walks, curbs and gutters, storm drainage, site accessories, landscaping and other site improvements. Special construction includes sustainable construction features complying with Leadership in Energy and Environmental Design (LEED) "Silver."Force protection measures include perimeter barriers (fencing), access control measures, and minimum stand-off distances. Facilities will include provisions for handicap accessibility THIS PROJECT IS A 100% SMALL BUSINESS SET-ASIDE REQUEST FOR PROPOSAL (RFP), BEST VALUE TRADE-OFF. ONLY SMALL BUSINESS WILL BE CONSIDERED FOR AWARD. Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. Price will be subjectively evaluated considering Best Value and Realism. Price will be approximately equal to all other factors. A subcontracting plan will be required for large business firms, but is not part of the technical evaluation. Plans and specifications will not be provided in paper copy. The solicitation, amendments and interested vendor's list for this solicitation will be posted on www.fbo.gov Viewing/downloading documents from www.fbo.gov will require prior registration in Central Contractor Registration (www.ccr.gov). Please note that all firms who want to access to the solicitation, primes and subcontractors, must be CCR-registered, have a MPIN, and either a DUNS number or CAGE code. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507. It is the responsibility of the contractor to check www.fbo.gov website frequently for any amendments or changes to the solicitation. The Government intends to issue this solicitation through the use of the Internet only. Amendments to this solicitation will be issued as Internet only. No additional media (Compact Disks, Floppy Disks, Faxes or Paper) will be provided unless the Government determines that it is necessary. An important notice to all potential offerors: The U.S. Army Corps of Engineers, Los Angeles has implemented a new procedure for posting solicitations. As of 15 February 2006, the Electronic Bid Solicitations (EBS) system is no longer used to post solicitations.
