DESCRIPTIONSolicitation Number: Q8132110038 Notice Type: Combined Synopsis/Solicitation This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This request is being issued as Request for Quotation Q8132110038. The Federal Acquisition Regulation (FAR) clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-29. FAR clauses and provisions are available through Internet access at http://www.arnet.gov/far. This is 100% set aside for Small, 8 (A) Certified, Woman Owned Business and the small business size standard is 500 employees. The National Park Service encourages the participation of disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code is 238330. The Government anticipates making a single award for this solicitation. Vendors must quote on all items for their quote to be considered. The following is a description of the requirements for this acquisition. The National Park Service (NPS) is issuing this solicitation for work to replace the old flooring in the employee dorm located at Stovepipe Wells (SPW), Death Valley National Park. Description of WorkThe work includes the removal and disposal of the existing flooring, scraping and preparing the concrete slab to receive new flooring and installation of new sheet vinyl flooring throughout the entire building, excluding the laundry room. Roles and ResponsibilitiesNPS:The NPS is the owner and Quality Assurance for the work. All work schedules must be verified through the Contracting Officer (CO) and the Contracting Officer's Technical Representative (COTR). The CO will act as contract manager, verify compliance with the contract, provide notice to proceed and provide the ultimate acceptance for the work. Only the CO has contracting authority for this work. Death Valley Lodging Company:Death Valley Lodging Company (DVLC) is the concessionaire that operates and manages the Stovepipe Wells Resort Area within Death Valley National Park. Coordination for room vacancy during construction will be scheduled through DVLC management. Contractor:The Contractor shall provide all resources necessary and furnish all materials to fulfill and complete this contract. The Contractor shall be solely responsible for the verification of existing site conditions, scheduling and construction of this contract work.1.Determine the techniques, means, methods and materials of installation to meet the requirements of this contract.2.Ascertain site and building conditions that may affect any part of this contract.3.The government building will be fully operational and occupied during construction and the Contractor shall stage all contract work to minimize occupant downtime. All scheduling will be coordinated through DVLC management. THE WORK Summary of the Work: The contractor shall: 1.Be aware that all work will be performed under a single contract.2.Develop and provide a schedule to accomplish the work described.3.The work of this contract consists of removing the existing flooring (carpet and sheet/tile vinyl), scraping the existing concrete slab to accept the new flooring and installing the new recommended (or an equivalent) sheet vinyl flooring product.Recommended flooring shall be:Manufacturer:ManningtonType:ResilientName:Medici StoneColorway Name:Venetian BrownColorway Code:98031Shade: MediumContractor may substitute equivalent sheet vinyl flooring but the product shall be approved prior to install by DVLC management and CO.4.Provide all labor, materials, equipment and supervision required to complete the project.5.Coordinate with CO and DVLC to minimize the time required that an employee be out of their room.6.Provide a lockable Conex Box or equal to serve as a temporary mobile storage unit for the tenants furniture and personal property while their unit is being worked on.7.Regular work hours shall be from:8:00am to 5:00pm, Monday through Friday.Work hours may be modified through coordination and approval by both CO and the DVLC management.8.Contractor shall submit flooring sample to CO and DVLC management for approval.9.Provide warranties in accordance with industry standards.10.Provide a minimum one year warranty from both the manufacturer and the installer, including parts and labor. Technical RequirementsThe Contractor is solely responsible for determining the techniques, means, methods and material of installation to meet the requirements of this contract. All work shall comply with applicable codes, OSHA, local code requirements and the latest published issue of the UBC. SUBMITTALSSubmission and Schedule Requirements:Contractor shall submit detailed design documentation and all catalog material to the CO and the COTR for approval before proceeding with the project, including (but not limited to) the information listed under the submittal section.Provide a schedule that demonstrates complete fulfillment of all contract requirements. The schedule shall include milestone dates, including project submittals, delivery dates, site activities, activity start and end dates, man-loading estimates and activity description.The schedule shall be submitted as part of the proposal and shall be approved prior to commencing work on-site. An updated schedule shall be submitted prior to progress meetings as work progresses. Project schedule shall be submitted within thirty (30) calendar days of Contract Award. Allow sufficient time so that installation will not be delayed as a result of the time to process submittals including time for re-submittal. Allow fourteen (14) days for review submittals. Manufacturers' Catalog Data:1.Submit manufacturers' catalog data on all materials with complete description of components to show compliance with project SOW.2.Submittals: Submit three (3) copies of flooring specifications for each required submittal. One will be returned marked with action taken and corrections or modifications if required. Samples:1.If requested submit samples for review of color, pattern and texture. Where variation in color, pattern, texture or other characteristics are inherit, submit multiple samples that show approximate limits of variation.2.Submittals: Submit two (2) sets; one will be returned with marks indicating selection or other action. PROJECT ACCEPTANCE AND CLOSEOUTProvide all information pertinent to the product, preventative maintenance, reactive maintenance and replacement. Include full product documentation from manufacturer, installer and/or supplier for all materials provided as part of the total installation. Data shall be both electronic (at a minimum PDF, DWG, or MS Office, as appropriate) and hard-copy, on 8 inches by 11 inches sheet, suitable for binding. Include three (3) copies (each in their own bound format) of the items listed above and other features recommended by the manufacturer. Quality AssuranceThis project shall be in compliance with all applicable requirements that might be imposed on the project as a result of processes regarding historic preservation and environmental compliance as described in the approved environmental compliance (NEPA). Contractor shall participate in presentations and meetings with NPS, DVLC and other park staff involved is such processes as required. Contractor's WarrantyThe new flooring system shall be warranted by the Contractor for a minimum of one year from the date of acceptance. The warranty shall provide for replacement or repair if the performance does not satisfy the designed characteristics. PermitsContractor must obtain any required permits and licenses and arrange for inspection of work by all authorities. Site ConditionsContractor shall be responsible for visiting the project site and becoming thoroughly familiar with the general site layout and general conditions which might affect system installation. Contractor shall be responsible for preparing the building as required for flooring system installation. Government Furnished Work and MaterialsDEVA will not furnish any government work or materials for this project. The contractor is responsible for any temporary fencing/gates and any other necessary items, materials and/or equipment for the duration on the construction. CleaningUpon completion of all work under this SOW and contract, the Contractor shall furnish labor, materials and incidentals to clean areas affected by the work and leave all areas in such a condition that no cleaning shall be required by the GOVERNMENT. During construction, the site will be maintained in a suitable manner so that it does not detract from the aesthetic value of the surrounding areas. Proposed Contract Type: Firm fixed price contract. Proposal Evaluation Criteria / Factors: Award will be made based on Simplified Acquisition Procedures.
