Description
This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority of FAR Part 13, Simplified Acquisition Methods, and FAR Part 12, Acquisition of Commercial Items (Title VII of the Federal Acquisition Streamlining Act of 1994 (Public Law 103-355)). This announcement constitutes the only solicitation; therefore, a written solicitation will not be issued. The National Park Service is issuing this solicitation as Request for Quotation (RFQ) Q11PX00603. This solicitation is issued as a 100% Small Business set aside. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. The associated North American Industry Classification system code is 423720 (Plumbing and Heating Equipment and Supplies) with incidental installation services and the small business size standard is 100 employees. The FOB destination delivery and installation will take place in maintenance shop area located at Badlands National Park, Interior, South Dakota. REQUIREMENTS: Remove and dispose of one (1) existing out-dated Weir-Mclain propane-fired boiler system, remove and dispose of nine (9) hanging heaters and connection piping running from main supply line to each individual heater unit, in preparation to support installation of new boilers and heaters. Existing floor radiant heater will be left in place to be used with new boiler system. Supply, install, and configure two (2) new High Efficiency Gas-fired water boilers that will be configured side-by-side in boiler room, connecting to existing propane gas and water supply lines and pre-existing venting. Equipment must utilize new circulating pumps, mixing and tempering valves. Nine (9) new hanging heaters with new t-stats and zone valves will be supplied and installed. All new piping connecting to main supply lines will be wrapped with fiberglass insulation. All equipment will be connected to existing electrical connection boxes located in the immediate vicinity of the boiler and heating equipment. New boilers will utilize existing floor radiant heating used throughout the building. All plumbing, heating, and electrical work must follow applicable industry standards and commercial codes. Supplier shall provide all equipment manuals and training for maintenance staff for proper operation and equipment. EQUIPMENT: 1. Boiler Specifications: Weil-Mclain Ultra 230 series 3 or Equivalent. Offers must include make/model number to be installed. Offerors proposing an equivalent supply offer must submit make/model, documentation and certification that the equivalent item meets the specifications described below when submitting offers: a. Floor mounted and function redundancy, Two (2) units;b. Ultra high efficiency (95%) condensing gas boiler;c. Minimum 230,000 BTU each;d. Must have freeze protection system - no glycol;e. Low water protection;f. Propane fired, direct spark ignition;g. Modulated system temperature between 20% - 100% firing rate;h. Cast aluminum mono block construction;i. Control module with multiple boiler control functionality and display of service alerts;j. Ability to control any combination of 3 circulators;k. High limit protection;l. Variable speed blower;m. Inlet water blending feature;n. Minimum 15 year heat exchanger warranty; 2. Unit Heater Specifications (Offers must include make/model of heaters): a. Seven (7) heater units rated @ 63,000 BTU each;b. Two (2) heater units rated @ 24,000 BTU each;c. All units set up with t-stats and zone valves; 3. Circulating pump specifications: (Offers must include make/model of pumps): a. Two (2) Pumps, hp each To support Department of Interior "Green" procurement initiatives, offeror should provide reference to the use of environmentally friendly or recycled supplies or energy efficiency in equipment supplied as practical. PRICE SCHEDULE - Offeror shall submit a price for all line items, delivered and installed. Failure to do so will render the offer unacceptable. The following format should be used for submitting quotes. AWARD DECISION: The Government intends to award a firm-fixed price (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the best value to the government. Offerors must provide three references for supply and installation of boiler and heating equipment in a commercial setting. PROVISIONS AND CLAUSES: The following provisions and clauses apply to this acquisition. The FAR provision 52.212-1 Instructions to Offerors - Commercial Items, and 52.212-3 Offeror Representations and Certifications - Commercial Items are incorporated by reference. It is highly suggested that interested offerors attend a site visit at Badlands National Park, scheduled for Wednesday, April 27 at 10 a.m. Mountain Time for the purpose of reviewing the work site prior to submitting a final quote. All responsible offerors may submit a quotation, which shall be considered by the Agency. Offers shall be submitted to the National Park Service, Midwest Region - NEKOTA MABO, no later than 1:00 pm MT on Friday, May 6, 2011.
