Description
Need services of a firm intimately familiar with the design and utilization of MACS Web-based Module. They must also be knowledgeable about MIDAS, munitions demilitarization inventories, as well as Federal and state-by-state compliance requirements for munitions; NAICS Code 541519, Other Computer Related Services. The anticipated source is Chemical Compliance Systems Inc., 706 Route 15 South, Suite 205, Lake Hopatchong, NJ 07849. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government's intent to make a sole source award under the authority cited in 10 U.S.C. 2304(c)(1) and implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other services will satisfy requirements. Contractors who can provide the U. S Army Engineering and Support Center with the services, in accordance with the synopsis listed below, are invited to submit electronically an affirmative written response indicating a bona fide ability to meet this specific requirement. The general requirement for Task 1 is to provide expert knowledge of the MACS/MIDAS programs and associated ammunition and chemical databases, and regulatory databases (e.g. MACS-1-3, MACS-COC, RISK) will be required to analyze, calculate and or identify ammunition chemical constituents of concern and provide historical and or existing ammunition emissions research and test results data as applicable to the burning, EWI, firing and detonating operations at Picatinny Arsenal. The munitions characterization data and the historic OB/OD, EWI demilitarization data, munitions emission release data, and PBT and HAPs regulatory data provided by the Contractor will be used by Picatinny Arsenal to calculate emissions releases and estimate toxicity and exposure risks in Air and RCRA human Health and Ecological Risk Assessments. The assessments are part of the permit application process for obtaining air and hazardous waste operating permits. The contractor will provide human health risk reports, historical data comparisons and trend analyses, environmental impact reports, chemicals of concern analyses, dioxin/dioxin like compounds (as per attached Quick Summary Guidance), regulatory impact analyses, and remote training for new MAC-1 users. Task 2 is to provide ammunition characterization analyses and reports for demilitarization burning, EWI (dioxin/dioxin like compounds), firing and detonating operations at Picatinny Arsenal to support the once a year, annual TRI reporting requirements under EPCRA. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the Central Contractor Registration (CCR), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
