- SOURCES SOUGHT SYNOPSIS: The Fleet and Industrial Supply Center San Diego (FISC-SD) is seeking qualified firms, specifically 8(a) certified by SBA, hubzone, service disabled vets, and small business concerns to determine interest to provide services for the Clinical Preceptorship Program and have the capability, experience, and qualifications to meet the Government ™s requirement. The purpose of the Sources Sought Notice is to locate and identify qualified small business sources to determine if sources exist for a Small Business set aside. The solicitation has not been issued. The response time/date for firms to reply to the Sources Sought synopsis is 2:00 PM, PST, 25 April 2011. The North American Industry Classification System (NAICS) Code for the procurement is 624190, Small Business Size Standard $7.0 M. Performance will be at various naval military activities, shipboard and ashore at worldwide locations. Firms should provide their size standard associated with the NAICS in the CCR. Firms must be registered in CCR (Central Contractor Registration) https://www.bpn.gov/ccr/default.aspx. This is a follow-on procurement to Contract N00244-05-D-0077. The follow-on contract is projected to be a one year base period with four one year option periods. The Clinical Preceptorship requirement consists of administering, delivering and evaluating the Navy ™s substance abuse program at naval installations worldwide, which includes a supervised internship mandated by the Department of Defense. To meet this requirement and ensure delivery of quality patient care by competent drug and alcohol counselors, individualized instruction in counseling skills development and other related activities must be provided to military and civilian personnel assigned the responsibility of clinical treatment and care. The services are provided by Substance Abuse Counselor Program (SARP). Clinical Preceptorship is a tutorial process in which a person with expertise and skills is responsible for training and evaluating the performance of another person. The Clinical Preceptorship program establishes and maintains an individualized program to improve and enhance drug and alcohol counselor skills. The clinical preceptor provides feedback and documentation to assist the Navy Drug and Alcohol Counselors to focus on competency standards and ensures quality patient care by competent drug and alcohol counselors. Key personnel include Clinical Preceptor and Project Director. Qualifications for Clinical Preceptor: Education “ the Clinical Consultants shall possess a master ™s degree in behavioral sciences from an accredited college or university ; clinical experience shall address requirements of being a practicing clinician; if a recovering alcohol or drug abuse, a minimum of 4 years sobriety; seven years full-time counseling experience with alcoholics/drug abusers, four of the years as a clinical supervisor, with a caseload in which at least 50% of the clients were alcoholics/drug abusers. If the clinical consultant is semi-retired or retired then he/she must meet the academic requirements and have met the experience criteria. The Project Director shall have a PhD or Master degree in psychology related field, shall be a licensed or certified clinician, preferably as a substance abuse counselor, shall have a minimum of 10 years of clinical experience in substance abuse treatment, and shall have a minimum of 5 years experience as a clinical supervisor and preferably hold the Certified Clinical Supervisor credential. (Waiver of degree requirement may be requested if the Project Director has demonstrated a significant level of directly related experience and expertise managing a program similar in scope and complexity in the substance abuse profession). Interested firms that possess the capabilities to perform the work identified above and meet the requirements are invited to respond to the sources sought announcement by providing an information statement (not to exceed 10 pages not inclusive of the cover page) that summarizes relevant experience, knowledge, academic qualifications, and capabilities consistent with the effort described above. Respondents shall provide information related to contracts where the respondent was materially involved at a comparable level of effort. In addition, interested small business firms are invited to respond to this sources sought announcement by providing the following: 1) Name and address of firm (Corporate/Principal Office); 2) name, telephone number of point of contact; 3) CAGE Code; 4) identify type of business, i.e., small business, 8(a) certified with SBA, service disabled vets; 5) contractor ™s capabilities statement. The capabilities statement should summarize experience, knowledge, and qualifications addressed in the work described above. Capabilities will be evaluated on previous (include specific contract number and agency), current experience, and qualifications to meet the requirement. A determination as to whether this acquisition will be a set-aside or full and open competition will be based upon responses to this notice. Interested sources are requested to submit Information Statements electronically by 2:00 PM PST on 25 April 2011 to the POC Email address. Respondents will not be notified of the results of the evaluation. However, FISC-SD will utilize the information received for technical and acquisition planning.
