- The Airborne Instrumentation Systems (Code 52J000D) Division at Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA is seeking sources for Dual-Mode Airborne Digital Data Transmitters to determine the availability of a product that can meet the Government ™s requirements. In addition to searching the market for qualified vendors, the results of the sources sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. The Government requests that all companies, both Large and Small, submit their business size by North American Industry Classification System (NAICS) code. If your company is a Small Business, please specify if your company is or is not each of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB); (b) HUBZone Small Business; (c) 8(a) Concern; (d) Woman-Owned Small Business; (e) Economically Disadvantaged Woman-Owned Small Business to the Governments Contract Specialist John P. McLaughlin (contact information listed below) by 22 April 2011 12:00 p.m. PST. The transmitters will be used in the AIM-9X AN/DKT-89 Secure Telemetry System. The transmitter defined in this specification is intended to satisfy the recurring need for Department of Defense (DoD) Test and Evaluation (T&E) organizations to acquire quantitative vehicle health, subsystem health, performance, JAMI Time, Space, Position Information (JTU TSPI) and other performance related information during live tests of various missiles and missile-like platforms. The transmitters are typically used only once. These transmitters are subjected to extremes of temperature, vibration, acceleration, shock, and vehicle electrical system transients. They must exhibit a very high probability of successful, one-time use after initial acceptance testing, potentially long storage periods, and after extensive captive flight testing prior to missile launch. The transmitter has a user-selectable modulation scheme. The modulation schemes available for selection are Pulse Code Modulation/Frequency Modulation (PCM/FM), also known as Advanced Range Telemetry (ARTM) tier 0 and Shaped-Offset Quadrature Phase Shift Keying “ Telemetry Group (SO-QPSK-TG), also known as ARTM Tier 1. The center frequency of the transmitter is field-programmable by the user with the ability to increment the center frequency in 1.0 MHz steps. The Contractor/Vendor shall have a qualified Dual-Mode Airborne Digital Data Transmitter in accordance with the requirements defined in the Draft of Performance Specification for Dual-Mode Airborne Digital Data Transmitters before an award can be made. To receive the Draft of Performance Specification for Dual-Mode Airborne Digital Data Transmitters please email (preferred) the NAWCWD Point of Contact (POC) Russell Fielder at russell.fielder@navy.mil or contact by telephone (760) 939-6002. No requests for the Draft of Performance Specification for Dual-Mode Airborne Digital Transmitters will be accepted after close of business on 29 April 2011. All qualifying documentation of the Dual-Mode Airborne Transmitters will need to be sent to NAWCWD POC Russell Fielder by email. The Government is considering utilization of a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (FFP-IDIQ) three year contract with a maximum of 500 Dual-Mode Airborne Digital Data Transmitters to be purchased (minimum of 120 units a year). Delivery of the qualified Dual-Mode Airborne Digital Data Transmitters will be Free On Board (F.O.B.) Destination and within 90 days After Receipt of Order (ARO). A synopsis is anticipated to be issued on or about 4 May 2011 followed by a solicitation to be issued on or about 19 May 2011.
