- FULL AND OPEN COMPETITIVE PROCUREMENTS, AN/SLQ-25X, TORPEDO COUNTERMEASURE SYSTEM. In support of Program Executive Officer, Submarines (PMS415), the Naval Sea Systems Command (NAVSEA) hereby clarifies the purpose of the release of the draft RFP N00024-10-R-6270 on 9 April 2011. The draft RFP ™s was released for the purpose of soliciting industry comments prior to the release of Final RFP nor a request fro quote. Comments must be sent to the PCO, Mr. David Diamantopoulos at email: David.Diamantopoulos@navy.mil, (202) 781- 2847, no later than 22 April 2011. This competitive procurement is to provide; development of an AN/SQL-25X Engineering Development Model (EDM) and Low Rate Initial Production (LRIP) systems and will include Engineering Technical Services including Materials and Support for the implementation AN/SLQ-25X System. NAVSEA intends to release the formal/final solicitation on 2 May 2011. The Government intends to award a Cost Plus Fixed Fee for development of the AN/SLQ25X, with two Cost Plus Incentive Fee (CPIF) LRIP Options incentivizing schedule for the development, systems engineering, system integration, production, installation, logistics and support for the AN/SLQ-25X. The Government invites industry to submit comments or questions on the DRAFT RFP within two (2) weeks after its release. The Government will consider all comments that are received however, the Government does not commit to providing a response to any comment or question. The subsequent revision to the DRAFT RFP or draft specification based on comments received remains solely at the Government ™s discretion. The Prime Item Product Function Specification (PIPFS) will be mailed from the NUWC “Newport to those prospective offerors that have had their "need to know" and security clearance verified and approved per the instructions provided within the original synopsis issued on 16 February 2011. Firms interested in subcontracting opportunities are encouraged to make their interests known in order that a Bidder ™s List can be established for other firms or individuals that may be interested in subcontracting opportunities. The government will not respond to any specific questions or comments submitted in response to this synopsis or information provided as a result of this synopsis. Interested industry partners are encouraged to access and provide comments to the draft RFP that will be released as a result of this synopsis.
