Description
The US Bureau of Reclamation, Columbia Cascades Area Office, Bend Field Office intends to contract on a sole source basis with the Oregon Department of Agriculture to control or manage noxious vegetation at Reclamation facilities within Bend Field Office jurisdiction: Rogue River Project (Agate, Emigrant and Howard Prairie Lakes), Crooked River Project (Prineville Reservoir), Deschutes Project (Wickiup, Crane Prairie and Haystack Reservoirs), and Tualatin Project (Scoggins Dam). Reclamation's policy established that identification and management of plant and animal pests on Reclamation lands and at Reclamation-owned facilities would be consistent with national policies (as outlined in the Department of Interior Manual, the Soil and Moisture Conservation Act, the Carson-Foley Act, the Plant Protection Act, the Federal Insecticide, Fungicide, and Rodenticide Act, and the Federal Noxious Weed Act of 1974). These policies all provide authority to use an interdisciplinary approach to select a method for containing or controlling an undesirable species or group of species (plant, animal) using all available methods. Description of the Supplies or Services Required to Meet Agency's NeedSupplies: Include at a minimum: "a vehicle to tow an ATV and other equipment needed for spraying"an ATV with spray tank for broadcast & spot spraying; "backpack sprayers"all herbicides & equipment (including personal protective) required "all equipment required for seeding activities (refer to Reclamation's Integrated Weed Management Plan specific to each covered area)Services (at locations listed above)"Chemical spraying (spot, broadcast, backpack) "Collection and use of biological control agents (seed head fly for bull thistle; gall fly for Canada thistle) "Re-vegetation where necessary or requested, using native or competitive seed"Assist in the implementation of the Integrated Pest Management (IPM) Plans for each covered Reclamation facility, which includes but may not be limited to:omonitoring of each facility's property to provide timely treatment for noxious or invasive weedsopreparation of reseeding plans for appropriate areasoinventory of plants, before and after treatmentocompletion of test spray applications as requestedosupply of adequate numbers of appropriate biological control agents"Provide and coordinate technical expertise for and with other local, state or federal agencies, most particularly for contiguous Bureau of Land Management and US Forest Service lands. Firms believing they can provide the services listed above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotations and award of this requirement will not be delayed to qualify a new contractor. All responses received by close of business April 20, 2011 will be considered by the Government. A determination by the Goverment not to compete this proposed action based on responses to this notice is solely within the discretion of the Goverment. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
