Synopsis:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 Streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 6. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38.7. This action is being set aside for small business participation.8. BID SCHEDULERemove And Replace Cleaver Brooks 300 HP Fire Tubes Boiler Price per Job $______________Specifications: Scope of Work Remove & Replace Boiler Tubes on Cleaver Brooks 300 HP Fire Tubes Boiler Introduction: Steamtown National Historic Site (NHS) operates and maintains a live railroad yard, showcasing live, coal-fired steam locomotives, restored cabooses, freight cars and railroad coaches. Rail traffic, consists of but is not limited to passenger shuttles, mainline excursions and commercial freight, operate regularly throughout yard. All work activities on or near railroad tracks must be coordinated with appropriate authorizing entities to ensure the safety and well being of workers and visitors. The Yard Master at Steamtown NHS is responsible for coordination of all train movements, and work activities on or near all railroad tracks located within the site boundaries between the hours of 8:00 AM and 4:30 PM. The Delaware Lackawanna Railroad Company Dispatcher assumes this responsibility from 4:30 PM until 8:00 AM. Failure to communicate and coordinate with these authorities could result in work stoppage. Contractors must familiarize themselves with Federal Rail Authority rules regulations regarding work on or near railroad tracks. The 52-acre site also hosts active Locomotive and Restoration Shops, a Visitor Center, History and Technology Museums, a 250-seat Theater and a fully operating Roundhouse and Turntable. Normal work hours for contracts and or services of this nature are from 7:30 AM until 4:00 PM unless authorized by the Contracting Officer prior to award or start of work. Acronyms used in this Scope of Work-CO = Contracting Officer - Government Official responsible for administering the contract-COTR = Contracting Officer's Technical Representative - Assigned by the Government Contracting Officer (CO) to oversee project.-STEA = Steamtown National Historic Site-Contractor = Company or Companies awarded the actual work. Both Prime and Sub.-NPS = National Park Service Part - 1 The contractor shall provide all labor and equipment required to remove and replace all boiler tubes, inclusive of any and all associated work on the tube sheet face, and hydrostatic testing for 1 each Cleaver Brooks 300 HP fire tube boiler located in the Central Heating and Cooling Plant at Steamtown NHS. Model # CB-400-300, Serial # L-67916 Tubes Specification --2 inches- Wall -.105 inch -Gauge -12- Tube Sheet Thickness - inches Part - 2 -The contractor will supply the new boiler tubes and all incidental materials required to perform this work including the disposal of all tubes removed from boiler. New tubes will be installed in same manner as existing tubes.-Boiler shall be reassembled using proper gaskets and hardware for this model boiler.-The contractor shall be responsible for verification of all boiler data and specifications required to perform this work. Contractor will submit copies verification documentation to Steamtown NHS prior to bid offer and commencement of work.-All workmanship shall conform to the ASME Boiler and Pressure Vessel Code, Section IV. -A safe working environment shall be maintained by the contractor and care shall be exercised to ensure operation of chill water plant is not interfered with. The water chillers and boilers are located in the same building.-Steamtown NHS will arrange for boiler water treatment will upon completion and acceptance of this work. -Copies of all licenses, bonds and insurance policies held by contractor must be submitted for review by Government Contracting Officer along with other required documentation as stated previously in this performance work statement.-Contractor will acquire State of Pennsylvania Boiler Repair Permit and arrange for final inspection by a State of Pennsylvania Certified Boiler Inspector when work is complete. A copy of final inspection report and documentation will also be submitted to Steamtown National Historic Site. Part - 3 Steamtown NHS is open seven days a week. The Park is closed on Thanksgiving Day, Christmas Day and New Year's Day. In the event of inclement weather, the contractor should call 1-888-693-9391 to verify the Park is open for operation. Normal operating hours are 07:30 AM to 4:00 PM daily. The contractor may work Monday thru Sunday but must receive prior approval for work outside of normal operating hours and schedule of his assigned COTR.
