- This is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested; a written solicitation will not be issued. Solicitation W15QKN-11-T-D065 is being conducted under full and open competition and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-51, effective 01 Apr 2011. The NAICS code for this procurement is 337214 and the small business size standardis 500 employees. This solicitation and any resultant award will be processed in accordance with FAR 13 Simplified Acquisition Procedures. This announcement is 100% set aside for small business. The U.S. Army ARDEC, Picatinny Arsenal, NJ intends to award one order for the attached furniture (see two attachments). The successful quoter will be awarded a Blanket Purchase Agreement (BPA) under which an order for the attached furniture will be placed. The Blanket Purchase Agreement itself will cover the following: 1. The contractor shall provide layouts/designs and quotes for components specified by the government. 2. The contractor shall supply the office equipment stated in the quote. 3. The contractor shall deliver components, systems or tooling to government specified locations; 4. The contractor shall install the delivered components as agreed in the layouts/designs. 5. The contractor shall deliver the furniture and components no later than 12 weeks after the order is placed. Shipping Address: RDECOM-ARDEC, US ArmyBldg 318Picatinny, NJ 07806 One BPA and one order under that BPA will be placed with the contractor whose quote for the attached furniture is the lowest priced and technically acceptable; however the Government reserves the right to establish BPAs with other technically acceptable quoters for potential future requirements. 52.212-1 Addenda- QUOTE SUBMISSION This section contains quote submission instructions as well as specific quote requirements for the solicitation. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: description/specifications, delivery/set up/installation and price: all pricing quoted shall be F.O.B. destination. Offerors are expected to submit a quote in sufficient detail to allow the Government evaluation without the need for further clarifications. The Government does not assume the duty to search for data to cure problems it finds in quotes. The burden of proving acceptability remains with the offeror. General: The quote shall be presented in sufficient detail to allow Government evaluation of the response to the requirements of the request for quote (RFQ). The Government will not assume an offeror possess any capability, understanding, or commitment not specified in the quote. All questions concerning this procurement, either technical or contractual, must be submitted in writing to the Contracting Office. No direct discussion between the technical representative and a prospective offeror will be conducted. Any questions and the quote itself shall be submitted to the following point of contact: Melissa ArdisE-mail: melissa.m.ardis@us.army.mil Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their quote. All quoters must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certification Application (ORCA). CCR is located at www.ccr.gov and ORCA is located at http://orca.bpn.gov. Quoters are required to provide their Contractors DUNS Number and Commercial and Government Entity (CAGE) code with their quote. The CAGE code entered shall be for that name and address provided by the Contractor. Submit quotes via e-mail to melissa.m.ardis@us.army.mil on or before 20 April2011 No Later than 4:00PM. Confirmation of receipt of transmission by the Government by the date/time specified for receipt of quotation is the responsibility of the offeror. Contractor shall furnish quotes or published price lists obtained from subcontractor(s)/vendor(s) to the Government with his/her offer and certifications. The following Federal Acquisition Regulation (FAR) and Defense FAR (DFAR) Provisions/Clauses are applicable and are incorporated by reference: FAR Clauses 52.204-10, Reporting Executive Compensation and First-Tier Subcontract Awards and 52.212-4, Contract Terms and Conditions -- Commercial Items, apply to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. The applicable clauses listed within 52.212-5 are: 52.203-6 Alt I, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-41, 52.222-42, 52.225-13, and 52.232-33. DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. Additional applicable DFARS clause is 252.232-7010. Basis for Award:The Government plans to award a single firm fixed price Blanket Purchase Agreement and one order under that BPA to the quoter that represents the lowest priced and meets the requirements and the specifics of the attachments. Under this evaluation approach, a quote would not receive any additional credit for exceeding the requirements described in this announcement. The Government intends to evaluate quotes and award an order without discussions with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
