- Program Information: The Program Management Office for Light Armored Vehicles has an upcoming requirement for an Anti-Tank Modernization Program. The LAV-AT Modernization Program is designed to counter two converging obsolescence issues on the LAV-AT platform. First, the M901 Emerson turret is no longer in production and has been retired from the U.S. Army inventory. Second, the M220A3 TOW system is being replaced by the M41 SABER system in the infantry and the tank battalions of the Marine Corps which will leave the LAR Battalion as the only unit employing the legacy TOW system. The LAV-AT Modernization Program is an Acquisition Category (ACAT) III, United States Marine Corps (USMC) specific acquisition program. This program will procure 118 Anti-Tank Weapon Systems (ATWS). The intended contract will satisfy the requirements to support all necessary activities contained within both the Engineering and Manufacturing Development (EMD) and Production and Deployment phases of the program. During the EMD Phase (Phase I), the Contractor shall design, integrate and deliver four (4) ATWSs that meet the requirements of the Performance Specification (P-Spec) and the other provisions of the contract. During the Production and Deployment phase (Phase II), the contractor shall manufacture, produce and provide the 114 ATWSs, materials, initial spares, equipment and deliverables in the types and quantities to support 114 ATWSs as outlined in the solicitation. After completion of ATWS assembly/kitting, the contractor shall ship the production units to the depot for installation. Shipments shall be made at the times to facilitate the process plan. The installation of the remaining 114 ATWSs (118 total ATWS minus 4 EMD assets) will be performed at the Marine Corps Maintenance Centers. Contract Information: One contract award is anticipated for the procurement of two (2) EDM replacement weapon systems (with the option of an additional 2), DT, IOT&E with priced options for 114 production turret systems, PVT and initial spares. The requirements will be communicated through solicitation W56HZV-11-R-0029. The solicitation will contain line items that will be Cost Plus Fixed Fee which will incorporate Phase I Developmental Engineering and Program Management Activities. Solicitation W56HZV-11-R-0029 will also contain line items that are Firm Fixed Price which will include the EMD Production Representative articles, four production options (Total of 114 ATWS units), new equipment training, training manuals, and PVT test support. All responsible sources may submit a proposal, which shall be considered by the agency. The Estimated release date of the solicitation is 22 APR 2011.
