Description
The National Nuclear Security Administration (NNSA) Service Center's (SC) Personnel Security Department (PSD), Kirtland AFB, New Mexico, will be issuing a Request for Proposal (RFP) to procure court reporting services to assist in the NNSA Administrative Review Process in accordance with Title 10, Code of Federal Regulations, Part 710 (10 CFR 710). Contractor(s) will be required to provide court reporting services by a licensed state-certified court reporter at all NNSA sites. NNSA sites include Albuquerque, NM; Los Alamos, NM; Amarillo, TX; Las Vegas, NV; Oakland, CA; Livermore, CA; Oak Ridge, TN; Kansas City, MO; and Aiken, SC. Contractor(s) shall have the capability to provide court reporting services at each location within the region being proposed. The technical requirements of the solicitation include providing transcription of classified and unclassified hearing proceedings verbatim; providing hard-copy original and duplicate copies of transcribed documents to the NNSA Personnel Security Department (PSD) Contracting Officer Representative (COR); providing ASCII Disk/CD-R per hearing; participating in telephonic and video telecommunications calls (VTC); traveling to assigned hearing locations; and complying with NNSA/PSD reporting requirements. NNSA anticipates issuing the RFP during the week of April 18, 2011 with proposals due on May 16, 2011 by 1:00 pm MST. Any resulting services will fall under NAICS Code 561492, "Court Reporting and Stenotype Services" with a small business size standard of $7.0 million as defined in FAR Subpart 19.1, Size Standards. Firm fixed price multiple awards could be made under the solicitation. The anticipated contract(s) period of performance will be a two (2) year base and three (3) one-year option periods. Award(s) will be made to a small business contractor. Small businesses submitting a proposal should indicate whether they are a small business, veteran-owned small business, HUBZone small businesses, small disadvantaged business, Service disabled veteran-owned small business, or woman-owned businesses. To be eligible to receive award(s) of any contractual document, a firm is required to be registered in the Central Contractor Registration Database. Firms must register on a one-time basis and annually to confirm accuracy and completeness of information. This will be a competitive requirement utilizing Best Value procedures set forth in the solicitation package. Evaluation by the Government will result in the selection of firm(s) that represent the overall best value to the Government. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the Government's availability of funds. Offerors should monitor the FEDBIZOPPS website for potential changes to the solicitation. RFP amendments and questions/answers concerning the solicitation will be posted exclusively on this website.
