PR Number(s): FD2030-11-81330NSN: 2840-01-316-9945 NZNoun: SEAL, AIR, AIRCRAFT GP/N: 4054085-01Applicable to: F100Delivery: 5 EA Monthly Beginning 29 APR 2012Quantity Range: Min 10 / Max 60 Each Electronic procedure will be used for this solicitation. Qualificationrequirements apply. Current Qualified sources are: Pratt & Whitney(52661), Kaydon Corporation Piston Ring & Seal (75370) Justification:Supplies (or Services) required are available from only one or a limitednumber of responsible source(s) and no other type of supplies orservices will satisfy agency requirements. The proposed contract actionis for supplies in which the Government intends to solicit and negotiatewith only one, or a limited number of qualified sources. Interestedpersons may identify their interest and capability to respond to therequirement or submit proposals. All proposals received within 45 daysafter date of publication of this synopsis will be considered by theGovernment. Determination by the Government not to compete this proposedcontract based upon responses to this notice is solely within thediscretion of the Government. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation.It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s)listed. Specifications, plans,or drawings relating to the procurement described are incomplete or notavailable and cannot be furnished by the Government. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. Interestedparties are invited to call the Ombudsman at (405) 739-4351. DO NOTCALL THIS NUMBER FOR SOLICITATION REQUESTS. This acquisition involves technology that has a military or spaceapplication. The extent of foreign participation has not yet beendetermined. Nothing in this notice contradicts otherrestrictions, identified in the synopsis notice or solicitation,regarding eligible sources (e.g., if this is a small business set aside,foreign sources may not participate as potential prime contractors butcould, if otherwise eligible, participate as subcontractors). Request for Written Quotation will be issued. The anticipated awarddate will be 60 days after the issuance of this notice.The proposed contract action is for supplies and services for which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources under the authority of FAR 6.302. Interested personsmay identify their interest and capability to respond to the requirementor submit proposals. This notice of intent is not a request forcompetitive proposals. However, all proposals received within fortyfive-days (thirty days if award is issued under an existing basicordering agreement) after date of publication of this synopsis will beconsidered by the Government. A Determination by the Government not tocompete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICATION.
