- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 13.1, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. The United States Coast Guard (UCCG) will award a single Firm-Fixed Price type Purchase Order with the following period of performance: 05/09/11 through 05/20/11. The solicitation number is HSCG23-11-Q-DBT010 and is being issued as a Request for Quotation (RFQ). This solicitation is issued on an unrestricted basis. The North American Industry Classification System (NAICS) code for this requirement is 611310 with a size standard of $7 million. The solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. The USCG intends to acquire the following training service: Advanced Skills Culinary Development course IAW the attached Statement of Work (SOW). A firm fixed-fixed price Purchase Order will be issued. All interested vendors may submit an offer. In accordance with the Service Contract Act, the Offeror must abide by the applicable Wage Determination for the service site. At present, the service site is not known as the solicited training services will be held at the Contractor's proposed facilities and the applicable Wage Determination will be incorporated upon award. In accordance with SOW requirements, only Offerors proposing training services within 50 miles of the Norfolk International Airport will be considered for award. This is a lowest price technically acceptable acquisition and therefore the vendor must submit the following: (1) their quote; and (2) sufficient supporting information that will allow the Government to determine the technical acceptability of the vendor's proposed training course including resumes of proposed instructors that are in accordance with (IAW) SOW 1.3.2.1. A course is technically acceptable if it meets all of the requirements of the Statement of Work. The basis of award shall be the lowest price technically acceptable offer after price is determined to be fair and reasonable. All questions submitted to Richard.P.Bean@uscg.mil by 2:00 PM Eastern Standard Time (EST) of 4/18/2011 will be responded prior to the RFQ quote deadline. Quotes submitted on or before 2:00 PM EST to Richard.P.Bean@uscg.mil of 04/20/11 will be considered for evaluation. The following FAR clause is hereby incorporated in full text: 52.252-2 Clauses Incorporated by Reference (Feb 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this/these address(es): https://www.acquisition.gov/FAR/ CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-3, 52.222-19, 52.222-21, 52.222-41, 52.223-18.
