- The Atlanta VA medical Center, 1670 Clairmont Road, Atlanta, GA intends to award a design/build contract for project number 509-11-105, solicitation number VA-247-11-RP-0190, Inpatient Women's Bathrooms, Bldg. 801, Downtown Div., Augusta VAMC, Augusta, GA. The solicitation will be available on or about Thursday, May 12, 2011 on the Federal Business Opportunity (fedBizOpps) website at www.fbo.gov. A pre-bid site visit will be held with interested contractors before bids are due. The pre-bid site is not mandatory but is highly recommended. The date, time and place for the pre-bid site visit will be stated in the solicitation. It is the responsibility of the bidder to ensure a complete solicitation package is downloaded from the FedBizOpps website. The date, time and place for the bid opening of the project will be stated in the solicitation. The inpatient women's bathroom project is a design/build project to provide the final/working drawings and specifications and then build/construct the project in accordance with the drawings and specifications. The project will provide three (3) each private showers to serve female inpatient rooms in Bldg. 801, Downtown Div., Augusta VAMC, Augusta, GA. The design/build project includes but is not limited to relocation of existing rooms/functions on an inpatient ward to provide adequate space for additional shower stalls. Renovation of three (3) inpatient rooms to accommodate three (3) new private showers. All plumbing, HVAC and electrical modifications necessary for the new showers and relocated rooms to function properly. Infection control design for isolating the construction areas from active patient and staff functions. New showers and toilet areas shall comply with all VA and ADA accessibility requirements. The contractor who is awarded the project shall provide all supervision, labor, equipment, materials and any other expertise necessary for the completion of the work. All work will be in strict accordance with all applicable codes and VA regulations and shall be completed within 360 (three hundred sixty) calendar days after date of the receipt of the Notice to Proceed. This will be a firm fixed price contract and proposals will be evaluated and award will be made on the basis of both technical consideration and cost most advantageous to the Government. The Government intends to evaluate proposals and may award a firm fixed price contract without discussions. The NAICS Code is 236220, Commercial and Institutional Building Construction with a small business size standard of $33.5 million. The estimated cost of this design/build project is between %00,000 and $1,000,000. Notice of set aside for service-disabled veteran owned small business (SDVOSB) concerns: (a) The proposed contract is 100% set aside for award to SDVOSB concerns. Offers from other than SDVOSB concerns will not be considered and shall be rejected. (b) Definitions: As used in this provision: Service-disabled veteran-owned small business concern (1) means a small business concern (i) not less than 51% of which is owned by one or more service-disabled veterans or, in the case of any publically owned business, not less than 515 of the stock of which is owned by one or more service-disabled veterans, and (ii) the management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with p[permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran as defined in 38 U.S.C. 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(16).
