- The FAA Eastern Logistics Service Area, Boston Office, has a new construction effort for the fabrication, delivery, and installation of a concrete shelter for the Rochester International Airport, Rochester, NY. All work must be done in accordance with the attached Statement of Work. The performance period is fifty-six (56) calendar days. The Request for Offer (RFO), including Statement of Work and associated documents are attached to this announcement. All documents are available in.pdf format and may be viewed with the applicable version of Adobe Acrobat or Adobe Acrobat Professional. Offers submitted in response to this Screening Information Request (SIR) will be evaluated using a tiered approach. Tiered evaluation of offers is a process by which FAA promotes small business participation while providing a means to continue the procurement if small business participation is insufficient. Offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. The tiered order of precedence for evaluating offers received in response to this SIR will be as follows: (1) Socially and Economically Disadvantaged Business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program; (2) Service-Disabled Veteran Owned Small Business (SDVOSB);(3) Small business; and(4) Other than small business. Once offers are received, the FAA will evaluate a single tier of offers according to the order of precedence specified above. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made. As noted above, if applicable, Offerors must include their 8(a) or SDVOSB certification letters with their offers. Interested parties responding to this solicitation are directed to the attached SIR. All questions/inquires must be provided in writing to Kevin Hart kevin.hart@faa.gov no later than April 21, 2011 by 2:00 p.m. (EDT). Offers are due no later than April 28, 2011 by 2:00 p.m. (EDT). The FAA will not be liable for any costs associated with the preparation of responses to this solicitation. Therefore any cost associated with responding to this announcement is solely at the offeror's expense. Prospective offerors are hereby on notice that any amendment(s) issued to this solicitation will be published at http://faaco.faa.gov/ under the current announcements for the FAA Headquarters. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. The price range for this requirement is $100,000 to $250,000. Performance and payment bonds are required. This Notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
