Description
Attachment 2 - Shipping Locations Attachment 1 - Brand Name Justification (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation, FA2517-11-T-6032, is being issued as a Request for Quotation (RFQ). (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-51. (iv) This procurement is procured as brand name, other than full and open competition. The NAICS code is 332995, Other Ordnance and Accessory Manufacturing, and the size standard is 500 Employees. A single award will be made as a result of evaluation of quotes. (v) This requirement is for Hand Held Explosive Detection equipment (HHED) Scintrex E-3500, Qty 15 EA; Replacement Luminal Cell Packs (12 Per Set) for the E-3500, Qty 15 EA; Trace Detection Operator Course, Qty 1 EA; and Shipping to locations on attachment 2, shipping instructions. (vi) The requirements stated in paragraph iv on the attached list are being procured as Brand Name only. The Brand Name Justification letter is attached (att 1). (vii) The required shipping locations have been attached (att 2). (viii) The following provisions and clauses apply to this acquisition: FAR 52.203-3, Gratuities (Apr 1994) FAR 52.212-1, Instructions to Offerors-Commercial Items (Jun 2008). All firms must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. DUNS, Cage Code, tax ID, terms and conditions shall be submitted with quote. All firms must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. The Government is not providing contract financing for this requirement. (ix) FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a), award will be based on low price meeting technical specifications. To be considered technially acceptable, the quote must offer part numbers that match the manufacturer's part numbers referenced in this solicitation. (x) The provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items (Mar 2011), is applicable to this acquisition. All vendors shall be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov) at the time of Quote submittal. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (June 2010), applies to the acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (Deviation) (Mar 2011) applies to this acquisition.
