Description
The Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA intends to award a construction contract for project number 509-10-109, solicitation number VA-247-11-IB-0172, Replace Air Handling Units, Bldg. 801, Downtown Div., Charlie Norwood VAMC, Augusta, GA. This solicitation will be available on or about Tuesday, May 10, 2011 on the Federal Business Opportunity (FedBizOpps) website at www.fbo.gov. A pre-bid site visit will be held with interested contractors before the bids are due. The pre-bid site visit is not mandatory but is highly recommended. The date, time and place for the pre-bid site visit will be specified in the solicitation documents. It is the responsibility of the bidder to ensure a complete solicitation package is downloaded from the FedBizOpps website. The date, time and place for the bid opening of the project will be stated in the solicitation. The Replace Air Handling Units work includes but is not limited to demolition of the existing air handling units and the furnishing and installation of new air handling units. Work includes mechanical work necessary to install air handling units, install sections of new duct work to reconnect to existing ductwork, reconnect to existing chilled water piping, heating water piping, steam piping, condensate piping, DDC controls and power wiring as required by the drawings and specifications. Work also includes renting temporary air handling units and hooking up with temporary utilities and temporary ductwork to serve the areas while the new air handling units are being installed. All work will be scheduled with the COTR to minimize the impact to the facility. This will require the contractor to work after hours and on weekends. Once a unit is shut down work will be continuous until service is restored. Only one air handling unit at a time shall be taken out of service during removal and/or installation. This project will include the following air handling units: (1) AHU-5B located in mechanical room 5B-122, (2) AHU-6C located in mechanical room 6C-142 and (3) AHU-4D located in mechanical room 4D-138. The contractor who is awarded the project shall provide all supervision, labor, equipment, materials and any other expertise necessary for the completion of the work. All work will be in strict accordance with all applicable codes and VA regulations and shall be completed with 300 (three hundred) calendar days after darte of the receipt of the notice to proceed. This will be a firm fixed price contract award as a result of the sealed bid (IFB) lowest bid process. The NAISC code is 236330, Commercial and Institutional Construction with a small business size standard of #33.5 million. The estimated construction cost is between $1,000,000 and $2,000,000. Notice of set-aside for service-disabled veteran-owned small business (SDVOSB) concerns: (a) The proposed contract is 100% set-aside for award to SDVOSB concerns. Offerors from other than SDVOSB concerns wil not be considered and will be rejected. (b) Definitions. As used in this provision: Service-disabled veteran-owned business concern (1) means a small business (i) not less than 51% of which is owned by one or more service-disabled veterans or, in the case of any publically owned business, not less then 51% of the stock of which is owned by one or more service-disabled veterans, and (ii) the management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with a permanent and sever disability, the spouse or permanent caregiver of such veteran. (2) Service -disabled veteran means a veteran as defined is 38 U.S.C. 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(16). The Government will make award to the responsible, responsive bidder whose bid is the lowest.
