Statement of Work THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICE PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. ************************************************************************************* Purchase Request Number: F3W3121088A901 - Request for Quotation - This document incorporates provisions and clauses in effect through the Federal Acquisition Circular 2005-51. ************************************************************************************* Line Item 0001: Non-personal service as an assistant education advisor (AEA) in support of the United States of Air Force voluntary off-duty education program, to provide professional counseling and advertisement, information and document and record preparation for Air Force personnel at Spangdahlem Air Base, Germany in accordance with the attached Performance Work Statement (PWS). Base Year - 2 May 2011 through 1 May 2012 (or after notification of award, whichever is later) Line Item 1001: Non-personal service as an assistant education advisor (AEA) in support of the United States of Air Force voluntary off-duty education program, to provide professional counseling and advertisement, information and document and record preparation for Air Force personnel at Spangdahlem Air Base, Germany in accordance with the attached PWS. 1st Option Year - 2 May 2012 through 1 May 2013. Line Item 2001: Non-personal service as an assistant education advisor (AEA) in support of the United States of Air Force voluntary off-duty education program, to provide professional counseling and advertisement, information and document and record preparation for Air Force personnel at Spangdahlem Air Base, Germany in accordance with the attached PWS. 2nd Option Year - 2 May 2013 through 1 May 2014. Line Item 3001: Non-personal service as an assistant education advisor (AEA) in support of the United States of Air Force voluntary off-duty education program, to provide professional counseling and advertisement, information and document and record preparation for Air Force personnel at Spangdahlem Air Base, Germany in accordance with the attached PWS. 3rd Option Year - 2 May 2014 through 1 May 2015. Line Item 4001: Non-personal service as an assistant education advisor (AEA) in support of the United States of Air Force voluntary off-duty education program, to provide professional counseling and advertisement, information and document and record preparation for Air Force personnel at Spangdahlem Air Base, Germany in accordance with the attached PWS. 4th Option Year - 2 May 2015 through 1 May 2016. ***PRICE QUOTES SHOULD BE SUBMITTED ON A PER-UNIT BASIS. Price; (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Clause) 2. Technical capability - Technical in this Solicitation means offeror has to have qualifications as listed in the attached PWS. Candidate resumes, transcripts, and copies of degrees are required to be submitted with proposals. Documentation submitted will be evaluated to determine if the employee meets the requirements indicated in the PWS. If the offeror is the sole employee, only the offeror's resume, transcripts, and copies of degrees are required. If the offeror is a company proposing a staffing relationship, resumes, transcripts, and copies of degrees for any/all employees intended to fill the position are required. Interviews may be conducted to supplement the information contained in the proposals. Bids must be provided for basic and option years. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (listed in relative order of importance): BASIS FOR AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror, applying the Lowest Price, Technically Acceptable (LPTA) concept, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factgors considered. The following factors shall be used to evaluate offers: 1 (Price), 2 (Technical Capability). Award Without Discussions The Government reserves the right to award without discussions based on the evaluation of the initial proposals, or to award no contract at all.
