Contracting Address: Army Contracting Command-Aberdeen Proving Ground (ACC-APG), ATTN: CCRD-AP-BA (Jefferson) 4118 Susquehanna Ave Aberdeen Proving Ground, MD 21005 THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION/REQUEST FOR PROPOSAL. This is a sources sought notice for market research purposes only. The Government will not pay for information and materials received in response to this Sources Sought and is in no way obligated by the information received. DESCRIPTION: The Army Product Manager, Soldier Protective Equipment (PM SPE) and the Army Product Manager, Soldier Clothing and Individual Equipment (PM SCIE) requests capability statements from interested firms for the purpose of identifying potential sources to provide System Safety Support Services to PM SPE and PM SCIE in accordance with the requirements in MIL-STD-882D (DoD Standard Practice for System Safety dated 10 Feb 2000), for various projects, equipment, or products throughout their development cycles to facilitate Type Classification and Milestone A, B and C decisions, product improvements/changes, fieldings, and programs based on rapid fielding/directed requirements. System Safety Support Services consists of the following: conducting weapon systems safety studies and analyses, determining the level of risk associated with various systems, reviewing of historical data, analyses of system designs and associated equipment and their interfaces to personnel, and conducting hazard risk assessments for environmental support. Firms should possess knowledge in Human Factors Engineering, System Safety Engineering, Hazard Analysis, Risk Assessment and Acceptance. BACKGROUND: The PM SPE develops and fields state-of-the-art force protection equipment that defeats ballistic and fragmentation threats in theater and provides superior body armor, helmets, and other gear that greatly reduce the threat of serious injury. The PM SCIE supports Soldiers in multiple operational environments and improves their survivability, health, safety, mobility, and sustainability by providing safe, durable, and operationally effective individual and unit equipment. PM SCIE provides technologically advanced tactical and environmental protective clothing, individual chemical protective gear, load-carrying systems, and personnel parachutes and other airdrop equipment. Both PM offices are located at Fort Belvoir, VA. Interested firms should provide a corporate capability statement, limited to ten (10) pages, explaining why the source believes that it has the technical capability to meet the Government's requirements to include personnel experience, organizational history on meeting this or similar requirements, and corporate acumen in managing multiple government contracts of the same or similar nature. The capabilities statement must be presented in sufficient detail for the Government to determine that your company possesses the necessary mission area expertise and experience. Information to be provided: business size (small or large), Contractor and Government Entity (CAGE) code, applicable NAICS codes, relevant contract/task order awards over past 3 years for same/similar work (agency, award date, contract number, contract amount, associated labor categories and rates), applicable GSA contract information (GSA contract number, contract period, schedule and section number, minimum/maximum order limitation), if and when your company's cost accounting system was reviewed by DCAA, and any additional information that can be used to determine capabilities for performance of same or similar services.
