- THIS IS A PRESOLICITATION NOTICE FOR VA-255-11-RP-0271, MULTIPLE-AWARD TASK ORDER CONTRACT (MATOC); The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 15) has a requirement for on-going facilities construction, alterations, and repair of buildings, structures and other real property at medical facilities within VISN 15. The intent of the project is to award Multiple Award Task Order Contracts (MATOC) via multiple award of Indefinite-Delivery Indefinite-Quantity multi-trade construction contracts for nine (9) different medical centers in eight different locations. The eight (8) locations consist of: Columbia, MO; Kansas City, MO; Wichita, KS; Topeka, KS; Leavenworth, KS; St. Louis, MO (two medical centers); Marion, IL; and Popular Bluff, MO. Typical work includes, but is not be limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, and other related work. The North American Industry Classification Code (NAICS) is 236220 (Commercial and Institutional Building Construction). The Small Business Size Standard is $33.5 million. The term of the IDIQ Multi-Award Task Order Contract (MATOC) will be for a one-year Base Period from date of award, with four (4) one (1) year options. The resulting contracts will not have fixed unit costs. All contract work will be completed through individual task orders awarded for individual projects in VISN 15. All work will be in accordance with individual task order requirements, specifications and drawings provided with each project. Each task order will be priced individually and will include its own wage determination. These task orders will be competed amongst the IDIQ awardees. TYPES OF CONSTRUCTION TASK ORDERS (Any combination may be used): 1.(Consummate Design Effort Required): MATOC contractor shall be provided a previously accomplished preliminary/intermediate design effort (e.g. Level I - Schematic, 35% or Level II - design development, Ref. VA document PG-18-15, Volume E, http://www.cfm.va.gov/contract/aedesSubReq.asp ) including available drawings, specifications, and/or design analysis etc. which is to be further developed into a 95% / 100% final design effort. Upon completion of design, and upon acceptance by the Government, construction execution shall commence and be completed in accordance with contract requirements. 2.(Construction Effort Only): MATOC contractor shall be provided a 100% completed design document (drawings and specifications) to initiate and complete construction execution in accordance with contract requirements. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this solicitation will be a 100% Total Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in the VetBiz databases under the applicable NAICS. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. The solicitation package should be available for download on or about May 2, 2011 and shall remain open for thirty (30) days. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted.
