- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-11-T-WK01. A firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-50, E ffective 15 Apr 2011. North American Industrial Classification Code (NAICS) 336611 with a standard business size of 1000 Employees applies to this procurement. This procurement is 100% Small Business Set-Aside. BACKGROUND: NSW LOGSU-1 maintains and returns to service various watercrafts for operational requirements. The reason for this requirement is to return back to service a boat that has been damage due to a collision at sea. •2. OBJECTIVE: The objective of this requirement is to purchase labor, parts and materials to completely repair, in accordance with all original manufacturer's specifications, an UB12 Ambar Silver Ships Eight (8) Meter Rigid Hull Inflatable Boat. •3. SCOPE: The contractor shall install, repair and return to service an Eight (8) Meter AMBAR Service Craft in accordance with original manufacturer's specifications. The contractor shall use only manufacturer parts in the repair of craft. All materials to be used are to be within the manufacturers specifications. Due to the hazardous conditions that can arise in the craft at sea, all safety criteria applicable to the repair and return to service is paramount. The craft shall be operationally tested and accepted at the repair facility. •4. Tasks: Provide all labor, parts and materials to completely repair an UB12 Ambar Silver Ships eight (8) Meter Rigid Hull Inflatable Boat to include the following: 4.1 Cutout, repair and replace starboard side gunnel and side shell. 4.2 Repair Shockwave Seat, Starboard Side. 4.3 Replace motor guard. 4.4 Replace Arch for canopy. 4.5 Install new flooring (same as original shock mitigation flooring). 4.6 Sand blast, prime and paint craft. 4.7 Remove collar and replace. 4.8 Remove the flooring and deck equipment and reinstall once repair is complete. 4.9 Install Government provided engines. 4.10 Provide Sea Trial and Acceptance. •5. Delivery: Delivery shall be 60-90 days after receipt of boat. Transportation of the boat will be scheduled after contract award. Transportation of the craft to and from the repair facility will be conducted by the Government via LOGSU-1Transportation. SECTION B iiiiiiITEM NO.NO. EVALUATION-COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Capability to Perform / Technically Accepted (ii) Price (b) Options.(Not applicable to this solicitation) The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. When appropriate, non-government advisors may have access to offeror's proposals and may be utilized to objectively review a proposal in a particular functional area and provide comments and recommendations to the Government's decision makers. They may not establish final assessments of risk, rate or rank offerors' proposals. All advisors shall comply with procurement Integrity Laws and shall sign Non-Disclosure and Rules of Conduct/Conflict of Interest statements.
