- Request for Information (RFI) Number W9128F-11-S-E112. This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. Response to this RFI is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Omaha District, U.S. Army Corps of Engineers, Omaha District, seeks qualified and interested Small Business Community Members (Section 8(a), Service Disable Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) and Small Business (SB) concerns and/or Small Business - Lead Teams, Small Business Partnership and/or Small Business Joint Ventures that (1) qualify under the North American Industry Classification System (NAICS) code 236220 - Commercial and Institutional Building Construction (size standard of $33.5), (2) can affirmatively demonstrate its financial responsibility and ability to obtain multi-year bonding capacity range between $10M-$40M. 236220 Commercial and Institutional Building Construction This industry comprises establishments primarily responsible for the construction (including new work, additions, alterations, maintenance, and repairs) of commercial and institutional buildings and related structures, such as stadiums, grain elevators, and indoor swimming facilities. This industry includes establishments responsible for the on-site assembly of modular or prefabricated commercial and institutional buildings. Included in this industry are commercial and institutional building general contractors, commercial and institutional building operative builders, commercial and institutional building design-build firms, and commercial and institutional building project construction management firms. This Sources Sought Notice is part of the market research activities, and your responses are requested to identify potential sources that have the knowledge, skill, experience and past performance to deliver quality construction services on time and within budget. Project Description: The work will consist of time-sensitive construction, operations and maintenance activities such as: facilities, utilities, infrastructure, water and sanitation systems, electrical systems, natural gas and other energy systems, fences, lighting, roads and site development National security or public interest related construction, examples include: security protection of access control points; chemical/biological/radioactive (CBR) projects; structural hardening of walls/roofs, installation of blast/ballistic resistant windows/doors, and landscaping to achieve standoff distances; installation of security equipment such as cameras, intrusion detection systems, locks, fragment retention film, etc Time-sensitive disaster or emergency assistance construction activities, examples include: flood control and water diversion projects, embankments, channel alignments, and flood control structures Support to all federal agencies would include nearly unlimited work phases including: construction, restoration, repair, enhancement, maintenance, demolition of facilities, utilities, debris cleanup, earthwork, real property systems, infrastructure requirements and all related work to accomplish same mission Incidental support for ecological, environmental and munitions response, examples include: time-sensitive construction, implementation, demolition, repair, emergency response, and operations and maintenance activities for environmental engineering and construction needs and time-sensitive munitions and explosives response actions SUBMISSIONS Capabilities and response submittals must be received no later than 2:00 PM Central Standard Time on 18 May 2011 via survey monkey at https://www.surveymonkey.com/s/NV7BYXH Any information submitted is voluntary. 1. Interested firms having the capabilities necessary to execute the aforementioned Scope Requirements should participate in the survey. 2. This RFI is for planning purposes only and is not to be construed as a commitment by the Government to pay for information submitted in response to this request. Respondents will not be notified of the results of the market analysis and debriefings will not be available. It is the reader's responsibility to monitor the Fed Biz Ops for any resultant or future solicitation package (s) that may be issued. 3. Results of the market research will be used to satisfy Parts 5, 10 and 19 and other applicable parts of the Federal Acquisition Regulation (FAR) and associated directives and guidance. Specifically, the results of the research will be used to analyze, evaluate, determined and document the capabilities and capacity of contractors to provide services as described in the Scope of Requirements. The information gathered may be used by the Government in a variety of ways such as to document formal acquisition plans, prepare benefit and cost-type determination and justifications, and to determine industry best practices, technical and acquisition approaches. This is an RFI to be used in planning a future acquisition, please do not send in any cost proposals or cost information. Request for proposals, if and when issued, will be available via the Internet at www.fedbizopps.gov, and www.acquisition.army.mil/asfi/. As such, it is the potential offerors responsibility to monitor the above mentioned sites for the release of any additional information.
