- ******Please respond to this notice by 2:00 p.m. local time on 29 April 2011****** The purpose of this sources sought is to request information and industry comment on a planned Firm-Fixed Price Contract with an estimated value of greater than $500M. In accordance with the Federal Acquisition Regulation 5.205, Naval Facilities Engineering Command Northwest (NAVFAC NW) is conducting an Industry Day Forum focused on construction of a wharf and supporting facilities located in Hood Canal at Naval Base Kitsap, Silverdale, WA. This is not a solicitation announcement for proposals and no contract will be awarded from this notice. Reimbursement will not be made for any costs associated with providing information in response to this notice or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made. NAVFAC NW intends to conduct a one-day Industry Forum and request input relative to level of interest and qualifications of potential sources for construction of a second Explosives Handling Wharf (EHW) adjacent to the existing EHW located in Hood Canal at the Naval Base Kitsap, Silverdale, WA. The second EHW will be constructed in areas where the water depth varies from approximately 0 ™ to 95 ™. The project includes the wharf, wharf cover, warping wharf, and approach trestle connecting the wharf to the shore. The project also includes a wharf support building located within the main wharf cover, crane rails and supporting infrastructure for two overhead bridge cranes, lightning towers, and supporting facilities and utilities which include but are not limited to communications systems, cathodic protection, and parking & site improvements. This project also incorporates Anti-Terrorism/Force Protection (AT/FP) features and sustainable design requirements. The North American Industry Classification System (NAICS) Code is 237990. The size standard is $33,500,000.00. The Federal Supply Code is Y199 (Construction of Facilities, Misc Buildings). The anticipated solicitation is to be two part solicitation process. Part 1 will consist of Prequalification of Sources in accordance with DFARS 236.272, proposers will be evaluated on: Factor 1: Relevant Experience, Factor 2: Past Performance, and Factor 3: Safety. Following the review, evaluation, and rating of these proposals, the Government intends to select up to a maximum of five of the highest rated Offerors to receive the technical requirements package to participate in Part 2 of this solicitation process. Part 2 Source Selection, of the solicitation, participants will be evaluated on: Factor 4: Small Business Utilization, Factor 5: Scheduling, and Price. It is anticipated that all non-price evaluation factors when combined are approximately equal to price. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; use tradeoff processes when it may be in the best interest of the Government; to consider award to other than the lowest priced proposers or other than the highest technically rated proposer; and award to the Offeror submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. Driving directions: The Jack Murdock Auditorium at the Museum is not on the Keyport Naval Base, it will be up on the hill to the left before Base Security Gate and Pass & ID office to the right. Take the Washington State Ferry from Coleman Dock in downtown Seattle to the ferry terminal at either Bainbridge Island or Bremerton. Then follow the directions from that city to the Museum.
