- The proposed contract action is for an acquisition for which DLA Distribution intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 to Repair and Refurbish all Electrical and Non-Refrigeration Components on (2) REACH Halon Recovery Machines located at DLA Distribution Richmond VA. Kidde Technologies Inc. is the only source that can Repair and Refurbish the Electrical and Non-Refrigeration Components on the REACH Halon Recovery Machines because, as the Original Equipment Manufacturer (OEM), they possess the necessary drawings and/or technical manuals needed to overhaul the systems (such as pumps, pressure switches, solenoid valves, liquid indication floats, sensors, and wiring), and have access to factory-authorized replacement parts needed to ensure that the machines are performing in accordance with the applicable manufacturer specifications. In order to ensure that the performance, reliability and safety of these REACH Halon Recovery Machines are not compromised, the contractor that performs the Repair and Refurbishment must employ factory trained service technicians who are technically familiar with the REACH Halon Recovery Machines, and have unlimited access to obtain OEM replacement parts. The use of non-OEM replacement parts and non-OEM factory trained service technicians could be detrimental to the Government in terms of damage to the equipment. Accordingly, the Government intends to award a sole source, firm fixed price purchase order utilizing FAR Part 13 to Kidde Technologies Inc. to Repair and Refurbish all Electrical and Non-Refrigeration Components on (2) REACH Halon Recovery Machines. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this effort is 811310 with a small business size standard of $7,000,000.00. All responsible sources may respond by submitting qualifications/capabilities of the company to Repair and Refurbish all Electrical and Non-Refrigeration Components on (2) REACH Halon Recovery Machines by 4:00 PM EDT, MONDAY, MAY 2, 2011 to DLA Distribution, Acquisition Operations, J7-AB, J Avenue, Bldg 404, New Cumberland, PA 17070, Attn: Daniel Herring, Phone: 717-770-6030, FAX: 717-770-7591, e-mail: daniel.herring@dla.mil, for consideration by the agency. If no affirmative responses are received by 4:00 PM EDT, MONDAY, MAY 2, 2011 to determine whether a qualified source is more advantageous to the Government, a purchase order will be negotiated with and awarded to Kidde Technologies Inc.
