Description
PRE-SOLICITATION NOTICE The Central Texas Veterans Health Care System (CTVHCS) contracting Office (90C) anticipates awarding a Firm-Fixed-Price Construction Contract for the Correct Condensate/Steam - Phase 3 & 4, Project No. 674A4-11-101, located at the VA Medical Center, 4800 Memorial Drive, Waco, Texas. The work consist of, but is not limited to work that is necessary to replace defective and/or deteriorated steam and steam condensate piping systems, heat exchangers, and other related steam specialties which will significantly reduce steam and condensate leaks throughout the systems; convert condensate return system to pump/gravity return in lieu of vacuum return; and insulate steam and steam condensate piping to reduce standby losses in active steam piping. This project is broken into Phases 3 and 4 which addresses approximately half of the steam and condensate piping deficiencies on campus. Phase 3 & 4 of this project will be constructed before Phase 1 and 2, so portions of Phase 1 and 2 works will be included in this project so the steam plant will receive the energy benefit from the Phase 3 &4 work. Defective and/or deteriorated steam and condensate lines, steam traps, heat exchangers, pumps, and associated support equipment deficiencies are currently the largest cause of energy and natural resources waste on the Waco VA campus. Chemical treatment has increased significantly to help compensate for the condensate leakage, but treatment still does not adequately protect the steam system piping and equipment from corrosion and premature failure. Contractor shall furnish labor and materials and perform work as required by drawings, specifications and addenda for project 674A4-11-101. The method of procurement shall be an Invitation for Bid (IFB) in accordance with Parts 14 and 36 of the FAR, with anticipated issue date on or before April 25, 2011 and proposed due date on or before June 30, 2011. This requirement is a competitive offer, set aside 100% for Service Disabled Veteran Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127). The applicable NACIS Code for this requirement 221330 and 236220, $33.5 Million. Probable COST RANGE: $1,000,000.00 - $5,000,000.00.
