- 1. SCOPE: This Purchase Description defines the Government s minimum requirements for a new or completely remanufactured Tilting Spindle Ship Shaper for machining wood and metal. The equipment is to be installed by the Government in Shop 93553, Building 84, Fleet Readiness Center - East, Marine Corps Air Station, Cherry Point, NC. 2.GENERAL: The Patternmaker shop manufactures tooling for the aircraft industry and requires a machine tool to machine the edges of form blocks, including changing angle edges, by the template method. To improve this capability the purchase of a Tilting Spindle Ship Shaper is necessary with capabilities to tilt the spindle in both directions from the normal position of 90 degrees perpendicular to the table, having an upper arm support with guide pin for following templates attached to the work piece, and tracking the center of the cutter while changing to desired angles. A Tilting Spindle Ship Shaper shall be designed to cut changing contours used to manufacture tooling. 3.APPLICABLE DOCUMENTS: U.S. DEPARTMENT OF LABOR, OCCUPATIONAL SAFETY AND HEALTH AND HEALTH ADMINSTRATION (OSHA). 29 CFR 1910 (Latest Edition) Occupational Safety and Health Standards. (Applications for copies should be addressed to U.S. Department of Labor, 200 Constitution Ave, N.W., Washington, D.C. 20210) U.S. NAVY OPNAVINST 5100.23 (LATEST EDITION) - Hearing Conversation and Noise abatement, Chapter 18. (Copies of specifications, standards, drawings, and publications required by suppliers in connection with specific procurement functions should be obtained as directed by the contracting officer.) 4.ESSENTIAL CHARACTERISTICS: The Tilting Spindle Ship Shaper requirements are: 4.1Tilting Spindle: a.The spindle and cutter of a Ship Shaper shall be in a mounting to allow circular movement. b.The Ship Shaper shall manually be able to adjust the cutter to machine a closed angle, the bottom of the cutter swings into the lower part of the work and the top center of the cutter does not move. c. The Ship Shaper shall manually be able to adjust the cutter to machine an open angle, the bottom of the cutter swings away and the top center of the cutter does not move. d.The Ship Shaper Spindle shall be perpendicular to table, which is 90 degrees and spindle shall tilt back/open to angles of minimum 30 degrees from perpendicular to table. e.The Ship Shaper Spindle shall be perpendicular to table, which is 90 degrees and spindle shall tilt forward/closed minimum 45 degrees from perpendicular to table. f.The ball bearing spindle shall operate at 10,000 RPM ± 1000 rpm. The Ship Shaper shall have oil mist lubrication to main spindle bearing which the lubrication turns on and off automatically with the motor. g.The spindle shall have a minimum of 2 ½ vertical adjustments for cutter height. h.The Ship Shaper spindle shall stop rotation by using Dynamic Braking of the motor. 4.2Capacity of cut: a.The Ship Shaper shall shape material minimum 6 thick from one side with cutter at 90 degrees to table surface. b.The Ship Shaper shall shape material minimum 4 thick with cutters at tilt for 45 degrees forward/closed angles and 30 degrees for back/open angles. 4.3Accessories: a.The Ship Shaper shall have an over arm support with adjustable guide pin to locate the center of the cutter at any angle used to track point of tilt. This point of tilt establishes an unmoving center; the unmoving center is used to follow the template mounted to a form block blank, and by constantly adjusting spindle tilt the ship shaper shall develop a twist down the contour of the form block. b.Spindle shall have a taper shank chuck, and collet shall hold a minimum of 1 cutter. 4.4Work surface table dimensions: a.Working with form blocks up to 100 in length the minimum working surface of the Ship Shaper shall be no smaller than 58 long by 28 wide to safely support the work piece. b.The top shall be made of heavy steel castings, well ribbed, and shall be machined to a fine finish. 4.5Electrical: a.Spindle Motor shall be a minimum of 7 horse power, fully enclosed, fan cooled, with magnetic switch and push button station. b.Voltage requirements are 208 Volts, 3 phase, 60 Hertz. 5.ADDITIONAL NOTES: 5.1Delivery: Equipment shall be delivered no later than 2 weeks after receipt of order. 5.2Warranty: Equipment shall be covered by the seller with a standard warranty beginning after delivery of the equipment to FRC East. 5.3 Ship Equipment to: Receiving Officer Attn: Lisa Harraden, (252-464-7825) Cunningham St. Bldg. 159, Bay Door R4 MCAS Cherry Point, NC 28533 0021
