- This contract action was not awarded as a fixed price type because it was not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. As such, a time-and-materials type action was awarded for non-commercial supplies and services (FAR 16.601(c)). Enterprise Resource Planning-Enterprise Application Services (ERP-EAS) - Small Business Set-Aside Acquisition Notice of Award The (ERP-EAS) Small Business Set-Aside was conducted by the ACC-NCR, for the Project Manager Army Enterprise System Integration Program (AESIP). The ERP-EAS acquisition establishes a suite of Indefinite Delivery/Indefinite-Quantity (ID/IQ) contracts for support services that will enable AESIP to accomplish their mission objectives. The contracts being awarded are designed to offer a broad range of services, solutions and task order types. The AESIP program has two missions: 1) Integration: to provide common integrated data and application services enabling cohesive business solutions for the total Army, and 2) Convergence: to facilitate convergence of redundant, misaligned, or ineffective components of the $8 billion PEO EIS Army Enterprise Resource Planning (ERP) systems landscape. This contract will enable AESIP to accomplish both missions by providing the resources for the actions it directs to be performed. Specific requirements will be further identified and defined at the task order level. This procurement was performed pursuant to FAR Part 15 - Contracting by Negotiation. The Request for Proposal (RFP) W91QUZ-10-R-0017 was issued on July 22 2010, soliciting offers for ERP-EAS contracts. There were four amendments issued to the RFP. Fifteen proposals were received by the proposal due date of 23 August 2010. Evaluations were conducted in accordance with section M of the RFP using the formal source selection process. After considering findings from the Source Selection Evaluation Board and consulting with the Source Selection Advisory Council, the Source Selection Authority determined that it was in the best interest to the government to award contracts to the following contractors: Attain, LLC, InSap Services Inc. and Oakland Consulting Group. The contracts awarded are for a 1 year base period and four one year option periods Each Contractor is guaranteed a total minimum of $10,000.00. The maximum cumulative dollar ceiling value of all contracts in this multiple award procurement is established at $240,358,389.00 Future Task Order award will be conducted under Fair Opportunity to Compete provisions as required by FAR Part 16.505.
