- Solicitation RFP 611-2011-04 Improved School Effectiveness Program (ISEP) The purpose of the Improved School Effectiveness Program (ISEP) is to assist the Zambian Ministry of Education (MOE) to implement school-level management reforms to improve learner performance. This statement of work (SOW) defines technical services to be obtained under full and open competition to support the USAID/Zambia Education program to achieve the following results under the emerging Country Development Cooperation Strategy (CDCS): Development Objective - Education Achievement in Reading and Math Improved by 2016; and Intermediate Results: (IR1) MOE Systems Strengthened; (IR2) Public and Community School Performance Improved; (IR3) Increased Equitable Access to Education; (IR4) HIV/AIDS Impact on the Education Sector Mitigated. ISEP is a five-year effort to contribute to the MOE's National Implementation Framework, including the Sixth National Development Plan (SNDP), the 2015 Education for All (EFA), and the Millennium Development Goals (MDGs). Over the course of its implementation, ISEP will be evaluated in terms of its contribution and progress towards the attainment of these goals. This SOW provides task areas that improve learner performance over the length of the contract in the worst performing provinces (Eastern, Northern, Northwestern, Western and Luapula) of Zambia. The SOW will be a five-year phased effort with initial interventions focused in the Eastern and Northern provinces in years one and two and a scale-up of technical assistance into the Northwestern, Western, and Luapula provinces in years three to five contingent on the availability of funds and geographic focus emerging from the new CDCS process.
