- Combined Synopsis/Solicitation Notice/Advertisement VA-262-11-SFO-0295 The Department of Veterans Affairs ("VA") seeks to lease up to approximately 10,000 usable square feet of space to be used as general clinical space in the City of San Diego, California. The space will be used for VA's personnel, clients, equipment and furnishing. Space must be contiguous, and yield a minimum of 9,500 BOMA usable. Lease term is up to 10 years. Estimated occupancy date is targeted for August 1, 2011 or upon substantial completion of tenant improvements. Space must be within the following boundaries/delineated area: South - Friars Rd; East - Texas St.; North - El Cajon Blvd.; West - 15 Freeway In addition to the rental consideration; the Government will also factors in tenant improvements and other related costs. Building offered for consideration must NOT be in the 100 years flood plain and MUST be of sound and substantial construction. Building offered must meet all current Federal, State, and local codes and regulations, including, but not limited to fire and life safety, accessibility, OSHA, and seismic protection. Expressions of interest must be submitted in writing and should include the following: Building:Name and address of the Building and Year Built. In addition, provide evidence that the building offered is NOT in the 100 years flood plain. Landlord:Name and contact information of Landlord and person authorized to act on behalf of the Landlord. Premises:Description of the Premises, including the total square footage available, when the space will be available for tenant improvement, and proximity to public transportation. Commencement Date:Target lease commencement date is the later of August 1, 2011 or upon substantial completion of Tenant Improvements. Premises shall be ready for occupancy when: (a) Tenant Improvements and Base Building work are substantially completed; (b) a certificate of occupancy permitting lawful occupancy of the Premises has been secured; (c) Building's sanitary, electrical, elevator and HVAC systems are fully operational; (d) access to Premises, public areas and parking facilities is available with all life safety components in place; (e) the Government has had at least fourteen (14) days prior written notice that items (a) through (d) have been or will have been satisfied; (f) the Government has been provided at least ten (10) business days prior access to Premises solely to install communication lines, moveable work stations and other personal property. Rental Rate:Provide rental rate based on a Full Service Gross basis inclusive of, but not limited to, property taxes, building insurance, utility service, janitorial service, all maintenance and all other operating expenses - please provide detail breakdown for each category. If the rent is to escalate, the Government requests rental escalations that are predetermined rather than unknown escalations such as the Consumer Price Index (CPI) formula or the like. The Government shall pay rent in arrears. Free Rent/Other Incentives:State the free rent and/or any other incentives that Landlord is willing to provide in order to attract the Government to its Building. Any free rent should be spread out over the term of the lease. Operating Expenses:Government shall not be responsible for any increase in operating expenses for the term of the Lease and any extensions thereafter. Tenant Improvements:Indicate a tenant improvement allowance. Zoning:Specify the current zoning for the property. Landlord, at Landlord's sole cost, shall be responsible for obtaining any necessary governmental approvals (zoning variance, CUP, etc.) for Governments use. Parking:Indicate the number of parking spaces available for Government use. Signage:Specify availability of signage. Base Building:Landlord, in addition to the Tenant Improvements, and at its sole cost and expense, shall provide the Building Core and Shell in full compliance with current local building code including, but not limited to ADA compliance. Please include in your response to this Proposal a detail description of the Building's core & shell including but not limited to main lobby, elevator lobbies, restrooms, mail room, loading dock, electrical & communication rooms, etc. Structural/Seismic:Provide Government with a satisfactory structural/seismic evaluation of the building. Telephone, Cable and Fiber Optics:Specify the presence, and name of the provider for, telephone, fiber and cable currently fed in the property. Please address any known telecommunications facilities issues to include: capacity, restrictions, low voltage permit requirements, building require preferred vendors. In addition, note any alternate telecommunications services used in the project. The Government shall contract separately for telecommunication services. HVAC:Specify the normal operating hours of the building's HVAC system and how after-hours use of such would be provided, and at what cost, if any. Fire Sprinklers:Indicate whether fire sprinklers exist in the premises, if not; please indicate how the Landlord will satisfy this requirement. Security:Describe any building and/or common area security systems. Response:Please submit your written expression of interest by May 2, 2011.
