Description
AMENDMENT 0001 IS ATTACHED. AMENDMENT 0001 CORRECTS "DATE ISSUED" FROM 5/18/2011 TO 4/18/2011. The FAA, Western Logistics Service Area intends to award a contract to a qualified, responsive contractor to perform Seasonal services that consist of but not limited to: landscape, snow removal, grounds and parking lot maintenance, and rodent/pest control services TYPE OF CONTRACT: This will be a Firm Fixed Price contract. The FAA will award for a Base Period: June 1, 2011 through September 30, 2011 plus 4 option years. SUBMISSION OF OFFERS: Offers are due to close of business (2pm PDT) on May 9, 2011. Email and Facsimile are NOT acceptable means of submission of proposals. TIERED EVALUATION OF PROPOSALS: A tiered evaluation of offers will be used in this source selection. The FAA will evaluate a single tier of offers according to the order of precedence specified in this SIR. Offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible, small business concerns were received. At least two qualified offers in a given tier are required in order to consider an award. If no award can be made at the first tier, the evaluation will proceed to the next higher lettered tier until award can be made. All responsible, competitive offers in a single tier will be considered equally for award. The tiered order of precedence for considering offers is (from first to last): a) Socially and economically disadvantaged businesses (SEDB) expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program; Service-disabled veteran owned small business (SDVOSB) (ref. Part II, Section I, clause 3.6.1-8 Notice of Competition Limited to Eligible SEDB 8(a) Concerns) b) Small businesses and responsible, qualified, competitive offers from previous tiers (ref. Part II, Section I, clause 3.6.1-1 Notice of Total Small Business Set-Aside). c) Other-than small businesses and responsible, qualified, competitive offers from previous tiers (there is no set-aside clause for this business type). NAICS code for this procurement is 561730 Seasonal Services, $7 million. SITE VISIT MANDATORY: There is a ONE-TIME MANDATORY site visit scheduled on APRIL 26, 2011 at 9:00 AM (MDT) at the Denver TOC, Denver, CO. This Notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
