- VA-247-11-IB-0122 Install Stack Economizer - The Atlanta VA Medical Center 1670 Clairmont Road, Decatur, GA., intends to award a construction contract for project 508-09-400, to construct Install Stack Economizer . The proposed contract is limited to Service Disabled Veteran Owned Small Businesses (SDVOSB). The government will not consider large firms or SDVOSB s basing their past performance on their sub contractors considered to be large firms. All other firms are deemed ineligible to submit offers. The solicitation will be available ON or ABOUT, Friday, April 22, 2011 to the Federal Business Opportunity Website (FedBizOpps). Pre-Bid site visit is estimated to be scheduled for Thursday, May 5, 2011 at 10:00 a.m. EST at the Atlanta VA Medical Center. Further information will be provided within the solicitation for confirmation of specific date and time. The site visit is not mandatory but highly recommended. Questions regarding the project will not be accepted after Wednesday, May 11, 2011 at 12:00 p.m. (Noon Local Time). All questions shall be submitted in writing to the Contracting Officer detailed information will be provided in the solicitation. It is the responsibility of the bidder to ensure a complete solicitation package is downloaded from Federal Business Opportunities website. The anticipated date for bid opening for this project will be May 23, 2011. PROJECT DESCRIPTION: The contractor who is awarded also shall provide all supervision, labor, equipment, materials, and any other expertise for work which includes general construction services for the required work, mechanical and electrical work, boiler stack economizer and blow down heat recovery equipment, piping systems, breeching, forced draft fans and boiler controls, necessary removal of existing systems and certain other items and construction per specifications and drawings to complete the necessary work. All work will be in strict compliance with all applicable codes and VA regulations and shall be completed within 365 calendar days after date of receipt of the Notice to Proceed. This will be a firm-fixed price contract award as the result of the Invitations for Bids/Sealed Bid (IFB) process. NAICS code is 236220 Commercial and Institutional Building Construction, with a small business size standard of $33.5 million. Estimated construction cost is between $500,000.00 and $1,000,000.00. Performance and payment bonds are required. All interested SDVOSB firms must have bonding capability. A reminder that this is Notice of Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns: (a) The proposed contract is 100% set aside for award to service-disabled veteran-owned small business concerns. Offers or proposals from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. (b) Definitions. As used in this provision: Service-disabled veteran owned small business concern (1) Means a small business concern (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more services-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran as defined in 38 U.S.C. 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(16). The Government shall make award to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government. IMPORTANT NOTICE: Any amendments to this solicitation will be made through the internet at www.fedbizops.gov. This will be the normal method of distributing amendments; therefore it is the offerors responsibility to check the website periodically for any amendments to this solicitation. Offers will be publicly opened location will be place within solicitation. The number of offers received, the identity of the offers received, the amount of any offer or relative standing of the offers will not be disclosed to anyone until the time of contract award if you shall not be at bid opening.
