- The U.S Army Contracting Command, Picatinny Arsenal, N.J. 07806-5000, onbehalf of Product Manager, Crew Served Weapons intends to award a sole source modification to FN Manufacturing LLC. 797 Old Clemson Road, Columbia SC 29229-4203 to fabricate and deliver 3,053 M240L Machine Guns to the U.S. Army on a fixed price (FFP) basis under a contract modification to W15QKN-09-C-0108 under the authority of 10 U.S.C. 2304 (c)(1); Only One Responsible Source and no other supplies or services will satisfy agency requirements as authorized by FAR 6.302-1(a)(2)(ii)(B). The overall contract effort will be for the fabrication, inspection, testing and delivery of 3,053 Machine Guns. This sole source modification of the M240L MG is critical to the Army in order to continue production and fielding of the M240L MG until the new limited competitive contract deliveries are available under the upcoming solicitation number W15QKN-11-R-F004. Failure to deliver weapons would result in an unacceptable break in fielding. The M240L Medium Machine Gun (MMG) is to be manufactured, inspected, assembled, packaged, and shipped in accordance with the Government TDP and tested in accordance with the M240L Weapon Specification. The M240L Machine Gun (MG) is a gas-operated, air-cooled, belt-fed 7.62mm weapon that fires North Atlantic Treaty Organization (NATO) standard ammunition from an open bolt position. It features a folding bipod, quick change barrel assembly with integral carrying handle gas system, feed cover, bolt assembly (which allows closing of the cover regardless of bolt position), collapsible butt stock, integral optical sight rail, and forward rails. The M240L MG is fired utilizing either the attached bipod or by mounting the machine gun on the current M122A1 or M192 light weight tripod. The distinguishing lightweight features of the M240L MG are a titanium receiver, redesigned barrel assembly with recontoured outer dimensions, titanium carrying handle, and lighter weight gas housing; and pistol grip/trigger frame assembly composed of a metal/polymer hybrid. This notice of intent is NOT a request for competitive proposals.
